In Peshawar i have seen most of my relatives and friends having been charged more bill than their Meter due to meter readers not reading the meters but sending bills at will(or past record)... One of my neighbour had same issue and the Govt more than 20,000 to them in regard to the meter, but one day meter readers came and cut off his meter and took it with them without informing him. He went to the office to inquire why his meter was taken but they said nothing can be done now and you have to apply for a new meter. He didn't know who cut his meter and where his meter was taken(so that he could get it back because the Government owed him huge amount in that meter), so he applied for a new one, because he had no other option..

I am sure such thing must be happening to many others.
