I have been to this Montreal Consulate.

For general public, only basement space is open with around 10 to 15 seating available. Whatever staff you see there is the entire consulate staff, which is around 2 to 4 people.
If I remember correctly, I have literally seen people bringing "Aam ki petiyan" to get their work done quickly - Pakistani style. Since Passport and CNIC/NICOP/POC renewal are getting done through online portals, consulate work is very much limited.
