As far as i Know despite the over bill and charges for transformer Repair in the Bill, Majority of the time(almost all the time i guess) the Transformer is repaired by people itself. The method is that you collect the money required from the houses and then use it to repair the transformer..

But no wonder, in a country where MNA's has to pay for vote verification to get justice, it seems a small thing in front of that..
