Pakistan likely to get $800m in first quarter under CSF

KARACHI: Following Pakistan’s decision to reopen ground lines of communication (GLOC) for US-led Nato forces, the US is expected to release around $800 million in the first quarter (July-Sept.), of the total of $1.2 billion due to Islamabad under the Coalition Support Fund (CSF) head, sources in the ministry finance said.

They said that the US is likely to release the due CSF amount in a phased manner and there is a clear indication that Pakistan will receive nearly $400 million in military reimbursement as early as next week. Another $400 million under the CSF is expected to be materialise in the first quarter of the current fiscal year, said a source.

Pakistan was to have received $400 million from the US under the CSF in the last fiscal year but it could not get the amount because of strained political relations between the two countries following the Abbottabad raid on May 2, 2011 conducted by US forces on Pakistani soil, which killed Al Qaeda chief Osama bin Laden.

Not a single penny has been released by the US under the CSF since that incident, sources said.

Overall, analysts said, the US has agreed to release the total outstanding amount of $1.2 billion soon, following a agreementl under which Pakistan lifted the blockade on NATO supplies.

They said the release of CSF funds along with other foreign inflows including financial assistance of $1.1 billion under the Kerry-Lugar bill is expected to provide an antidote for the country’s fragile external account position "besides providing support to the local currency in FY13".

“The development could reduce the country’s current account deficit from the initial estimates of 1.7 to two percent of the GDP to between 1.3 to 1.6 percent of the GDP in FY13. Further, it could keep overall foreign exchange reserves around $11 to 12 billion level by June 2013,” said Noman Khan, an analyst at Topline Securities.

“With the improving Pak-US relationship, the government could leverage its reaffirmed relationship with the US at the time of likely re-entry in the IMF programme, which is anticipated to happen in later part of this current fiscal year,” he said, adding this in turn could allow country access to tap into other donor agencies funds like the World Bank and the Asian Development Bank with new commitments contingent on the nod from the IMF.

Pakistan closed the GLOC following NATO attacks on the Salala check post in November 2011 while the US reciprocated by curtailing aid and other financial flows to Pakistan. It is important to mention here that the US is providing around $2 billion a year in military and non-military aid to Pakistan from 2001 to 2010. Furthermore, the onus was placed on the parliament, which conditioned the reopening of the GLOC on an apology from the US.

The resumption of NATO supplies could be the turning point for the under-strain economy. It would improve the foreign investment climate in the country and would have positive implications for the stock and capital markets. Normalisation in Pakistan-US ties is expected to pave the way for the reimbursement of the Coalition Support Fund (CSF) and other foreign flows, providing some respite to the country’s deteriorating balance of payments position.

The reopening of NATO supply lines would impact the economy positively, as this will result into the receipt of $1.2 billion from the Coalition Support Fund amid boosting the country’s foreign exchange reserves. The rise in reserves should defeat the speculative attacks on the rupee and help it recover against the greenback and other major currencies. Any further developments on this particular and co-related issue may change the dynamics of the economy accordingly.

This development is expected to provide breathing space for the depleting external sector and the fiscal deficit side. Moreover, the government’s borrowing may see some decline. The fiscal deficit is likely to drop by a nominal 0.5 percent of the GDP. However, financing of the current account deficit will remain challenging if the international oil prices get higher in FY13.



Commentary: Remember those doom-and-gloom predictions I gave about the State of Pakistan's foreign reserves? Yeah... put those comments away... for now. As long as the US troops are in Afghanistan, US wont let financial chaos spread in the region. But this help will come at a heavy price for the Citizens of Pakistan. Gentlemen, the financial War between the US and Pakistan was won before it even began. Such is the nature of modern Economics today. Gone are the days of bombs and missiles. Now are the days of Currency devaluation, Discount rates windows, Capital flights and Debt velocities.

lets see how far it goes, at the least i will be able to buy a car, prices might go up as our market has strange trends, if currency stabilizes, prices go up than staying stable or going down.

Its 1 annoying book for me but I will get my $20 out of it! It bashes Milton Friedman who I respect. Lekin it has this very true lesson that free market is not a product of a Democratic enviroment! I am a bit confused. coz I have heard very similar words from MQM's Raza Haroon... People always tend to vote for their personal self-interest. This DOES NOT lead for free-market. Its a biased-market where the financially-ables lobby for what benefits them, use Govts and Banks to gain further power. People blame democracy for the ills even though its not democracy but the lack of rule of law. 1 guy puts it has blaming henry ford for drunk driving casualties!





This is only going to help us in the short term but its going to make us more dependent on the US in future... Spineless politicians...

IT does make sense. Even in best of democracies different people vote for smaller and regional interests.

Ive been wondering why Americans are so worried about democracy in other countries. If a small group controls the banking system and most of the media they can control how other people think, these people would be more powerful in a democratic setup as they can get people to think in anyway they want and get away with almost anything. People would think they are free, but there not. Whats hot and whats not, how to dress, who to vote for, what type of woman to marry who influences basic decisions? Although this small group has very little power over controlled states and dictatorships.
Its better to have a country controlled by smart leaders rather than dumb public.
Were producing more than enough food for everyone on the planet to have 3 meals a day, but still millions starve to death. There are more Ants on this planet than there are humans and no ant goes hungry if its part of a colony.
Everything we know today we have learned from nature, maybe we can learn some important economics lessons in nature as well.

Ive been wondering why Americans are so worried about democracy in other countries. If a small group controls the banking system and most of the media they can control how other people think, these people would be more powerful in a democratic setup as they can get people to think in anyway they want and get away with almost anything. People would think they are free, but there not. Whats hot and whats not, how to dress, who to vote for, what type of woman to marry who influences basic decisions? Although this small group has very little power over controlled states and dictatorships.

What I kinda find interesting is these OLD OLD Multinational firms like Coca Cola, Goldman Sachs, General Electric, they have leadership too.. And they have an amazing track record of delivering leadership to their respective companies. How/Why? Now compare that to the way Govts have performed in the last 100 years. Try coming up with a single example that has maintained excellence for 100 years.

I dont know exactly how these companies do it. I have studied a bit about Goldman Sachs management selecting CEOs and COO. And I find it kinda ironic that it looks very "Islamic" .. Weired.. isnt it?

What I kinda find interesting is these OLD OLD Multinational firms like Coca Cola, Goldman Sachs, General Electric, they have leadership too.. And they have an amazing track record of delivering leadership to their respective companies. How/Why? Now compare that to the way Govts have performed in the last 100 years. Try coming up with a single example that has maintained excellence for 100 years.

I dont know exactly how these companies do it. I have studied a bit about Goldman Sachs management selecting CEOs and COO. And I find it kinda ironic that it looks very "Islamic" .. Weired.. isnt it?

I forgot to mention the word patriotic after smart. Pakistanis always thought Arabs are dumb, I would agree with that to some extent but their leaders are smart. One good example is Sheikh Zayed of Abu Dhabi and how he transformed UAE. It doesnt matter if you have oil, what matters is how you use it.

Haan.. I can tell you exactly why I love the US. Its its constitution. Its its commitment to limiting govt and maintaining human dignity. Its the idea or the principle you can be a part of... Not some piece of land.. I am in Texas. Guess what I will do if they raise taxes here... Move to Colorado!

Now that example of the sheikh u gave.. He runs his country as if its HIS ISLAND... (which it is...)

If you want to study a concept of a successful Govt, look up MALTA
