There is some bigger game into play here. Americans have left Afghanistan and with that Indians are vacating their Consulates in Afghanistan. So the threat of covert Indian terrorism on the eastern border will diminish.

However Americans will still want to contain Iran and have an unmanned surveillance of Afghanistan and Iran border. So essentially this is most likely going to be a base for American drones.
