Obama tells nation he's pursuing diplomacy with Syria

WASHINGTON — President Obama told the nation Tuesday he is exploring a Russian diplomatic plan to end a chemical weapons dispute in Syria, but reserves the right to take military action if necessary.

"It's too early to tell whether this offer will succeed," Obama said during a White House address, but it is worth pursuing because of "the potential to remove the threat of chemical weapons without the use of force."

During his nationally televised speech from the White House, Obama also said:
• He wanted to talk to the country "about Syria, why it matters and where we go from here."
• He resisted any intervention in Syria's civil war for months until Bashar Assad's government used chemical weapons against anti-government rebels on Aug. 21, killing numerous children.
• Use of these banned weapons increase the possibility of other chemical attacks in other parts of the world, perhaps even the United States.
• A lack of action would erode prohibitions on other weapons of mass destruction, including nuclear weapons.
• "I know that after the terrible toll of Iraq and Afghanistan, the idea of any military action, no matter how limited, is not going to be popular;" but any action in Syria would be specifically targeted on its chemical weapons programs.
• Syria does not have the ability to retaliate against the United States.
• He is encouraged by Russia's proposal to have Syria give up its chemical weapons, but added: "I've ordered our military to maintain their current posture to keep the pressure on Assad and to be in a position to respond if diplomacy fails."
• Americans should review videos of the Aug. 21 chemical weapons attack now posted on the White House website, particularly the pictures of dead and dying children.
"Terrible things happen across the globe, and it is beyond our means to right every wrong," Obama said. "But when with modest effort and risk we can stop children from being gassed to death and thereby make our own children safer over the long run, I believe we should act."
Obama's speech capped a flurry of diplomatic activity, as American, British and French officials spoke with Russian counterparts about their idea to have Syria turn over their chemical weapons to international control for dismantling.
So far, they are at odds on the details.
Russian President Vladimir Putin said he would only support a Syrian turnover if the Obama administration renounced the possible of use of force against Assad's government.
Obama declined to do that. In meetings with U.S. senators on Tuesday, and during his prime time speech, Obama said it's the potential for force that pressured Syria into negotiations about releasing its chemical weapons stockpile.

If USA decided not to attack Syria - It repurcussions
Just as an sustained air bombardment of Syria by USA will probably result in increasing the intensity of uprising in Syria and part of Iraq and might unleash a chain reaction of roll back of Iran from middleast , similarly USA delay in bombardment or military action will result in some even deeper repurcussions.
Firstly it will encourage chemical weapons programmes as these are cheap , good killers for a number of cahs starved armies. This offcourse is not good for expensive traditional weapons industry of the Western world.
Secondly , if USA faulters on course , it will be seen by Saudia and esp by Turkey as a sign of USA getting browbeaten by Putin and will encourage a different type of military thinking in Turkey whose whole strategy is based on Nato firmness not weakness . It might result in Turkey trying to develop Nuclear Weapons itself in the future and its generals play a more active part in politics again leading to fall of Islamicists in Turkey.in anticipation of such an event the current Islamic type rulers will attack Syria onn land.
 
Thirdly , it will create a sense of insecurity never seen amongst Saudis so far who are already beset with internal Sunni and Shia tensions themselves arising from rapid population growth plus widespread education plus free time. It will cause Saudis more desirious of an announced type of nuclear capability and make its armed forces more important in national politics than it is now.
 
Upto now both Iran and USA in possible connivance have been converting Sunni Muslim societies into Chaotic societies be it Afghanistan , Iraq and Syria , virtually destroying them . Some gulf Arabs and even Saudia has been unwitting partner of this destruction of organized Sunni societies at the hands of newly created warlordism be it Somalia, Libya or increasingly the Maghreb.
 
There is more danger to Muslims from warlordism , autonomous Islamic hordes funded secretly via third parties by suspicious sources by their way of destruction of Muslim states than it it is from all other challenges combined.
 
Those who were suspicious as to why France was helping creating Ayatollah Khomeni have proved right for most part but Saudis and gulf Arabs are also to blame for this mayhem and foremost the Muslim populations themselves for an anarchy of thought.
 
So not bombing Syria will too have rather adverse effects on USA's long term influence and will help Saudia and Turkey become more militant for their own survival .
 
Obama is becoming another Jimmy carter and Kerry is falling flat on world stage of diplomacy and will have to quit sooner rahter than later if charged with USA's roll back and if this roll back is seen by media as resulting from Russia's advance .

"We plan a major lobbying effort with about 250 activists in Washington to meet with their senators and representatives," an AIPAC source said on Saturday.

Congressional aides said they expected the meetings and calls on Tuesday, as President Barack Obama and officials from his administration make their case for missile strikes over the apparent use of chemical weapons by Syrian President Bashar Assad's government.

The vote on action in Syria is a significant political test for Obama and a major push by AIPAC, considered one of the most powerful lobbying groups in Washington, could provide a boost.

The U.S. Senate is due to vote on a resolution to authorize the use of military force as early as Wednesday. Leaders of the House of Representatives have not yet said when they would vote beyond saying consideration of an authorization is "possible" sometime this week.
