There is no crime in it. Our family law in this respect is against Sharia. There is no condition for consent from previous wife/wives. It is only verbal contract between two individuals (Male, Female) in the presence of two witnesses if the purpose is establishing a family not a momentary relationship. We have made marriage difficult and adultery easy.

If government has set up this law then following and abiding by it is as important as sharia.
Government laws and shariat are not two different things when it comes to the citizens of a country.

It is illegal either way. In constitution of Pakistan no law can be made repugnant to Quran and Sunnah pbuh. Muslims are bound to reject or rather it is obligatory to disown any law made against Quran and Sunnah pbuh in a country ruled by Muslims. In a non-Muslim state Muslims are bound to follow and respect there laws.
