​Civil courts can not deliver till system is changed. The only way to fight terrorism is creating strong City Governments like Turkey's 3000, USA 19,700 and China's 47,000. Local policing and local people will filter all foreigners and people with no ID cards. Majority countries have City Governments backed by Rangers and Army. In China federal army backs, while in America CIA & FBI backs City Governments with State Armed Forces. In Pakistan we have manufacturing defect of democracy of 1850s model; one CM and IG can never provide security or water to millions. Its unnatural and incompetent model. Let's have 6000 City Mayors control their own cities and provide basic necessities of life. That's the ONLY solution.
