MQM's Parliamentary leader Dr. Farooq Sattar has formally informed Prime Minister Pakistan Syed Yousuf Raza Gillani that MQM would present Federal as well as Provincial Shadow budgets well before 1st of June.
Farooq Sattar lamented that three decades ago Pakistan was next to Japan but now other regional countries were five to 25 years ahead of Pakistan economically and country like Thailand was exporting commodities worth $ 200 billion. He pointed out that the country's affairs were governed by 1700 individuals belonging to 500 families. Calling it a defining moment in history he said that MQM believed in taxing the taxable. He noted that the Government was paying subsidies to big landlords and through the support price mechanism waderas were selling their wares at the rate of their own choice.
He noted that Government took loans to pay such prices. MQM leader noted that in their Shadow budget emphasize would be given to direct taxation that would be increased and indirect tax would be reduced from 65% to 45%. He informed that sales tax would be reduced to 12% from the present 16% and if the business community supported it could be reduced to 10%. Custom duty would be minimum 5% and Max 10%; the menace of SRO would be disposed of. He said that under invoicing, Afghan transit trade and smuggling were the inevitable results of irrational duties. He said that Group taxation would be facilitated and equity-based investment would be made tax-free.
Calling 10% levy on petroleum products as Bhatta, Farooq Sattar noted that it was not practiced in any other country of the world. He said that State Bank would be legally made responsible to assure that discount rate was reduced from 12% to 10%. He said that the government expenses would be decreased and cost of utilities, that hiked the cost of doing business, would be reduced.
He said that the measures needed to be taken to convert public sector enterprises like PIA, Railways, Steel Mills & PEPCO etc into profit-making organizations and they would be deprived of all subsidiaries.

Admitting that Pakistan had to give subsidy to power sector for few years he said that Rs. 200 billion of the Rs. 500 billion subsidiary would be given to power sector so that the nuisance of circular debt did not bother the nation again. He said that Rs. 150 billion or so would be given to Haris in the form of cheap fertilizer, seeds, machinery etc. He noted that by buying costly wheat from landlords the urban areas had been made to suffer from tsunami of food inflation where world’s costliest wheat was sold.
He said that some Rs. 200 billion could be given as food subsidiary. Calling Utility Stores as sham practice he observed that a community-based system needed to be evolved for distribution of subsidized commodities to common people. Further elaborating the vision of MQM’s Quaid Altaf Hussain he said that corruption should be eliminated; FBR’s functioning would be made effective; micro-financing & cooperative farming would be promoted. Stressing on increase of educational and health budget he said that huge sum of money needed to be allocated to social sector development. Pointing towards wrong priorities he said PSDP money was being wasted on gas lines.
Farooq Sattar said that during the five years when Rangers were deployed intelligently and Mafias were contained, yearly one billion dollars worth of investment was made in Karachi that was six billion dollars per year all over Pakistan: “That was possible due to peace in Karachi”.
He said that a zero tolerance policy would be followed and indiscriminate actions would be carried out against criminals. He pointed out that Karachi was the only city in the world that not only generated over 60% of revenue but also contributed to the same amount to GDP. Stressing on the devolution he said that only Rs. 20 billion went to Provinces. He said that Ports should be given to the Provinces.

Bhatta ka percentage 25% se berha ker 37.5% tak laya jayega, borian bananay walon ko subsidy dee jayegee. Tumam ter aslaha per duty khatam ker dee jayegee.
