ISLAMABAD: Lawmakers of Muttehida Qaumi Movement (MQM) actively contributed to the proceedings of the Sindh Assembly during the first parliamentary year as most of the agenda items were sponsored by them.
The Sindh Assembly has a total of 166 sitting members with 92 from PPPP followed by MQM 51, PML-F 11, PMLN 7, PTI 3 and NPP 2. The MQM join the government in the last session (April 22, 2014) of the first parliamentary year; however, as the major opposition party it gave tough time to the treasury benches. The MQM lawmakers topped the list in introducing resolutions, sponsoring Calling Attention Notices (CANs), putting questions, and tabling privilege motions on the floor of the House.
During its first parliamentary year, 139 lawmakers of the Sindh Assembly tabled 98 resolutions, of which, the House adopted 69 while 25 were not taken up and two of them were withdrawn. The MQM was the most active party in the House as its members sponsored 38 resolutions followed by PPPP 21, PTI 8, PML-F 5 while the remaining 26 resolutions were tabled jointly by lawmakers of PPPP, MQM, PML-F, NPP, PML-N and PTI.
The MQM lawmakers also sponsored most of the CANs (45 out of 65) and drew the attention of the ministers followed by PTI and PML-F with 10 CANs each. None of the lawmaker from the ruling PPPP drew the attention of the House towards public issue through any CAN.
An analysis of question hour shows the MQM members were seen giving the PPPP government tough time by raising 160 starred questions of the total 237 asked during the first parliamentary year. Of the 15 members raising starred questions, 10 were from the MQM.
The MQM lawmakers again took lead in filing privilege motions as they filed 18 privilege motions during the first parliamentary year and they submitted most motions. The House accepted six motions and referred them to the committee, five were withdrawn by the movers, four were not taken up, one was disposed of after the assurance of the Chair, two remained pending till the formation of respective standing committee while one Question of Privilege (QoP) was found out of order. Out of total 18 privilege motions, the MQM lawmakers submitted eight, followed by PPPP 4, PTI 3, PML-N 2 and PML-F 1. The Sindh Assembly has passed 34 bills during its twelve sessions; however all the bills were government bills and none of private member’s bill passed during the first parliamentary year.
