A thousand miles to go : Karachi from the eyes of a Leaked Embassy Cable.
Facts:
(1) Karachi produces more than $40 billion worth of goods and services every year, close to 25 percent of GDP.
(2) This translates into Rs10 billion a day every day.
(3) Karachi represents 53 percent of FBR revenues.
(4) Karachi is Pakistans main port.
(5) Karachi has 30 percent of Pakistans manufacturing capacity.
Actors in conflict:
(1) MQM.
(2) ANP.
(3) PPP.
(4) TTP.
(5) Organised criminal gangs.
(6) Sectarian outfits.
(7) Foreign intelligence agencies.
Police: According to a leaked embassy cable, The police in Karachi are only one of several armed groups in the city, and they are probably not the most numerous or best equipped.
ANP: The same cable states, The ANP represents the ethnic Pakhtuns in Karachi. The local Pakhtuns do possess personal weapons and there are indications they have begun to organise formal armed groups.
PPP: Over the past five years, PPP workers have been issued a large number of arms licences and the speculation is that the PPP is now as well-armed as armed wings of other political parties.
MQM: According to the same leaked embassy cable, MQMs armed members, known as Good Friends, are the largest non-governmental armed element in the city. The police estimate the MQM has 10,000 active armed members and as many as 25,000 armed fighters in reserve. This is compared to the citys 33,000 police officers. The party operates through its 100 sector commanders.
Sunni Tehreek (ST): According to the cable, ST has organised the party and its gunmen along the lines of the MQM by dividing its areas of influence.
Motivation of actors:
For the MQM, Karachi is the source of around two-dozen National Assembly seats and some four dozen provincial assembly seats. For the MQM, Karachi enables it to capture more than its fair share of political power.
For the ANP, Karachi is a Rs10 billion pie in which the ANP feels that the party is not getting its fair share.
For the PPP, Karachi produces half a dozen seats of the seven dozen that the PPP controls in Sindh. In essence, 95 percent of the PPPs political stakes in Sindh are outside Karachi. The PPP views the MQM-ANP bloodbath as being in its political advantage.
For the TTP, Karachi is a godsend, an ideal opportunity to squeeze Pakistans financial lifeline and create even more chaos.
Fact: The state does not exist in many parts of Karachi; the no go areas. These include Orangi, Kati Pahari, Lyari, Sohrab Goth, A H Ispahani Road and Malir-Qaidabad. In other parts of Karachi the state machinery is dysfunctional, politicised, criminalised and partisan.
Peacemaker: The MQM leadership is exploiting ethnicity to sustain its hold over power. The ANP leadership is doing the same thing to gain more power. The PPP is the perfect spoiler. In effect, Karachi has no peacemaker.
Fact: Ten percent of Pakistans population and twenty-five percent of Pakistans economy is being held hostage by armed wings of political parties killing each other in their own turf wars.
Solution: Deweaponisation followed up by a political resolution. Only the army can deweaponise and only the politicians can resolve political problems. Clearance by the army, holding by a new apolitical police force and building by the civilian administration.
Q: When and how will the conflict end?
A: An end to the conflict is still a thousand miles away Karachi has no peacemaker and no one else has even taken the first step towards a formalised, structured conflict management.
