U are right. Creation panic among the people by giving such an out of proportion to terrorist activity serves only the purpose of the Terrorist. If they do 20% damage; the media playing the role of a "Useful Idiot" fulfills the 80% of it. And the 100% damage is done. Enemy's purpose is well served.
