Only "Strong City Governments" with full Police Powers will bring peace, security, education and economic development in their respective large to small cities and villages all over Pakistan. This is accepted International Norm adopted by China and USA alike. By not giving powers to City Mayors and using Commissioner/DCs as pawns, which do not exist in any country; these PPPP & PML-N politicians have destroyed whole country. Let's see how PTI do in KPK.
