No 58-2b anymore, Only prime minister have the power to dissolve the assemblies but he have to right the summary to president.The issue is that what if the president doesn't sign on the summary using some excuse while at the same time opposition moves no confidence against prime minister in National assembly?......That's why you need someone loyal in president office who would sign on the summary to end the government without second thought.
