I do not why ji wants to delay lg as long as possible just like pmln ?
They must be held asap in 2013.

Instead of wasting time on demarcating village councils, existing union council should be retained as a basic unit, so that there is no confusion, waste of time and excuse to delay elections . The important point is the devolving of financial powers . If power is devolved down to the UC level (which was not done by Musharraf), it is good enough. The most important reform that needs to be brought about is to have the Tehsil and District Nazim elections through general voting instead of through councillors. If that is not done , then we will consider the exercise as hogwash and 'more of the same'.
