Electricity – Total available capacity (not installedwhich is very high)



      • Thermal Power Stations= 12050* MW (but due to circular debt non-availability of fuel we only get 7500*MW in the system)
      • Hydropower = 6600*MW = vary from 2800* MW to 5500* MW = its 4000* MW today
      • Nuclear Power = 853*MW
      • Renewable = 200* MW– 250* MW


And demand is 17000MW (only byresolving the issue of circular debt and fuel availability the issue can beresolved and shortfall can be reduced significantly)



  • As of today 12553MW available against the demand of 17000 MW but
    • National Grid toK-Electric 600* MW
    • Feeders exemptedfrom Load shedding 1450* MW
    • Line Losses areappx 1000 – 1200* MW
    • For General Publicthe available electricity is only 9303 MW with a shortfall of 6000+ MW.


*figures mayhave some marginal error, and these figures do not include the small powergeneration units installed in factories and communities etc.

PML (N)Government Performance – 2013 - Present


If PML (N) will be successful they will be providing electricityto all main cities by 2018 General Elections and load shedding will remain invillages for 3-4 hours and other rural areas. Due to the issue of providingelectricity at shortest possible time PML(N) went all the way to banks to getloans and start projects although some of the projects are way too expensiveand alternate options could be opted. And they should immediately work with KPKprovincial government and finance approve Hydro project and connect them tonational grid to save money



But we needto be realistic and give due credit to Mr. Sharif as he is sincere in hisefforts of working hard to provide electricity. They are not efficient but theyare not incompetent. They came with huge circular debt which is not easy toresolve.


MusharrafRule (The Dark Rule)- 1999-2009


Some strategic projects like Diamer Basha of 4500 MW (14 Billion USD) Dam on which thelife of South Punjab and Sindh will be depending on are postponed. Further delayingthis project means more floods and drought in Pakistan by 2020. Present Governmenthas no money to start this project which would cost 5-7 Billion USD duringMusharraf era and had lenders available. But Musharraf didn’t realize the harmhe was doing.


Mr. Dar tried hard to convince Chinese but since it fallsin disputed zone of Pak-India Chinese are not interested in this. Internationaldonors ADB and World Bank have asked to get NOC from India which is impossible.


Musharraf during his rule has power to construct three majordams Diamer Basha, KalaBagh and Neelum-Jehlum but they stopped releasing fundsfor all these project. (Only Neelum-Jehlum can be constructed now as PML hasput this on priority, for Neelum-Jehlum credit should be given to Mr. Dar as hewas able to get loan for the project)


Those whostill support Musharraf should consider his bad performance. It should becalled the Dark Rule.


PPP (ZardariLeague)2008-2013


The Rule if investigated was the most corrupt in the historyof Pakistan.



  • Rental PowerProjects started , none of the project is working.
  • Nandipur powerproject machinery was left at port for corrossion.
  • No funds releasedto Wapda to construct the dams.
  • Iran-Pak gaspipeline was politicized.
  • Kick-backs on thelicensing for Renewable Energy Projects.
  • Circular debt piledup by non-payments to ensure the future government will also fail.


InteriorSindh people should realize this that voting PPP means a suicide. Sindhis arethe victims of drought and they still vote for them. The time is not far when “BhuttoZinda Rahega lekin Sindhis or saraikis marr jaye gey”


PakistanTehreek Insaaf (PTI)- Coalition in KPK


Besides having a provincial government with coalition ofJamat-e-Islami. PTI is doing a relatively good job.


Its irrelevant here to compare the Federal Governmentagainst a party which is not fully in Govt in KPK. But still the vision ofImran Khan team is worth mentioning. PTI is working to provide electricity topeople in KPK which is the most cheapest and environment friendly (onlyHydropower).


PTI has to work hard on Project Management Skills oftheir team and involve more the private sector as their projects are of limitedcost and can be of good returns so they seriously needs to market theirprojects. Their team is also not very efficient delivering the promised taskson time.




SUGGESTIONS:



  • PML (N) and PTI should refrainfrom political turmoil and focus only on performance. Resolve the electricityissue together and meantime do electoral reforms.
  • PML should immediately work with KPK provincial government and finance approve Hydro project and connect them to national grid to save money
    Wapda should connect anothertransmission grid between KPK and Punjab so electricity ased on demands can beshared.
  • Line losses should be reduced /this should be the focus area as by doing this 1200 MW ca be injected in thesystem.
  • Buy oil as the oil price is atlowest and start all plants at full capacity. The price has to be paid because factories/offices/homesbuy fuel for generators (which are only 14%-16% efficient) so the import billbecomes more high as with less efficient generators more fuel is burnt
  • Solar/ renewable direct gridconnection system should be available so people can sell reneable electricityto Wapda (believe me all homes will go for this if the same tariff as paid toQuaid-e-Azam Solar park will be given to them also).
  • Ask all small power stations toimprove the efficiency of their plants an dopt for power generation enhancementthis will give another 500 MW in a year time.
  • Invest money on Coastel zone tomake Cogenration Power Station to resolve water crisis in Karachi and othercoastal areas e.g. Bin Qasim Coal Power Plant should be asked for WaterDesalination and invest money to make the DHA Cogen Plant in Karachioperational

اگرچہ ن لیگ لوڈ شیڈنگ ختم کرنے کی بھرپور کوشش کررہی ہے،مگر اس سلسلے میں ان کی دوسالہ کوششوں کا نتیجہ دیکھتے ہوئے بخوبی اندازہ لگایا جاسکتا ہے کہ لوڈشیڈنگ 2018 تک کسی صورت ختم نہیں ہوسکتی، کیونکہ یہ لوگ بجلی کا مسئلہ حل کرنے کی اہلیت ہی نہیں رکھتے۔
