Bara: Militants blasted a government primary with explosives here in the wee hours of Thursday. No causalities were reported as the building was vacant at the time of explosion. Security sources said that unknown miscreants had planted explosive material in a government primary school situated in Malik Deenkhel area of tehsil Bara in Khyber Agency which went off with a big bang. As a result of the blast the school building was razed to ground but no causalities took place as the building was vacant at the time of the incident.

It doesn't say full Khyber agency... it says life returning normal in those areas in Khyber Agency which are cleared by Army.
