You are right about the mistake in the abbreviation. But what do you want to say in your comments?
1) Quoting the wrong abbreviation means that he has not done the research well so all his article should be rejected?
2) Or he should be careful in quoting the abbreviation and rest of his article and logic presented in it is correct?
3) Or anything else, which i could not envision.
By the way LIBOR means the London Interbank Offered Rate. It is the average interest rate estimated by leading banks in London that they would be charged if borrowing from other banks.
