PESHAWAR: The Khyber Pakhtunkhwa government on Wednesday announced to rehabilitate and upgrade three mini-hydel power stations in Dir, Kohistan and Chitral with the help of the Sarhad Rural Support Programme (SRSP).

According to an official handout, the decision was made after a briefing to the Chief Minister Pervez Khattak and other senior officials of the provincial government. Rural Support Programme Network Chairman Shoaib Sultan Khan and Chief Executive of SRSP, Masoodul Mulk, gave the detailed briefing about various programmes of the organisation for social uplift of rural areas of the province.

They said besides constructing mini-hydel power stations to provide cheap electricity to the local people, the SRSP works in the field of health, education, agriculture, livestock, aforestation with the aim to raise the living standard of local people with the involvement of community organisations.

The SRSP provides technical and vocational trainings in various fields to provide self-employment opportunities to the communities at the local level and works on the rehabilitation and construction of physical infrastructure like bridges and roads, they added.

Elaborate plans drawn to boost KP tourism

PESHAWAR: The Department of Sports, Tourism, Archaeology, Museums and Youth Affairs Khyber Pakhtunkhwa has drawn up elaborate plans after consulting the stakeholders to give impetus to the tourism which will ultimately lead to income generation and improvement in the living conditions of the people of the province.

It was disclosed at a meeting held at Tourism Corporation Khyber Pakhtunkhwa which was attended by the members of the working group constituted for the purpose. Minister for Sports, Tourism, Archaeology, Museums and Youth Affairs, Mehmood Khan, chaired the meeting along with Secretary for Sports, Tourism, Archaeology, Museums and Youth Affairs Tariq Jamil.

The meeting was also attended by Member Provincial Assembly Arif Yousaf, Farooq Swati, Dr Faridullah Sehrai, Said Mehmood, Abdul Khaliq, Usman Ali and Meena Khan Afridi.

The Secretary for Sports, Tourism, Archaeology, Museums and Youth Affairs Tariq Jamil told the participants that a host of projects were in the pipeline. He said the department was entrusted with working out a mechanism to enable youth and involve them in nation building activities. “It has been decided to establish Jawan Marakaz or youth centres at different districts of the province,” he said and added that in the first phase centres would be set up at seven divisional headquarters. These centres will work in the existing government premises like sports complexes and local government institutions, etc.

The secretary also shed light on some of the ongoing projects in the Tourism Corporation Khyber Pakhtunkhwa for the coming months. He announced that two unique events would be held in Abbottabad and Islamabad pertaining to photography and food festivals. One of the ferries from the fleet of Kund ferries has been shifted to Dera Ismail Khan and an inauguration ceremony was planned next month.

The secretary said the TCKP had outlined a number of youth programmes that included hiking at Supat, development of Gabeen Valley near Matta and Log Huts and restoration of Skiing facilities at Malam Jabba in the Swat district, Development of Kumrat Valley in the Upper Dir, Youth Hostels at Batakundi at Naran in the Mansehra district, Development of Thandiani-Nathiagali Forest track and construction of chairlift at Miranjani Top in the Abbottabad district to facilitate both the locals and tourists.

The official said a jeep safari will be organised in the winter in Kohat-Toi Banda to attract adventurous tourism. He also announced that weeklong activities were planned to celebrate the World Tourism Day in Swat and a train safari is scheduled for September 25 from Peshawar to Attock Khurd in Punjab.

Minister for Sports, Tourism, Archaeology, Museums and Youth Affairs, Mehmood Khan, said the activities planned initially were seminars, workshops, cultural events, events related to adventure, sports and environment, youth exchange programmes, training and career counseling, involving youth in anti-narcotics and social welfare activities.

He said the Youth Advisory Boards comprising 10 to 13 members had been constituted at seven district headquarters which will be facilitated by the district administration and this department.

Earlier, Manager Media Zahra Alam said the Pakistan Tehreek-e-Insaf-led Khyber Pakhtunkhwa soon after installation established several working groups for plugging the leakages of funds and taking people-oriented initiatives to improve service delivery and better the quality of life.

The Department of Sports, Tourism, Archaeology, Museums and Youth Affairs Department engaged experts from the relevant fields and took them on board to gear up the system towards grassroots empowerment for increasing the income and living conditions of the people, she added.

KP to set up 370 hydel power units in eight districts


PESHAWAR: The Khyber Pakhtunkhwa government will set up 370 small hydel power generation units in eight districts of the province during the next six to eight months, according to an official.


The province would invest Rs5 billion to install the small hydel power units, involving a total generation capacity of 35 MW. Each of the planned power unit would generate from a few kilowatt electricity to hundreds of kilowatt electricity.


“The government would arrange the funds through budgetary adjustments, utilising its budgetary cushion,” said the official.

A decision to this effect was taken at the maiden meeting of the provincial government’s special committee on energy.


The “Apex Committee on Energy”, which met in Peshawar on Thursday, decided to provide electricity to areas not connected with the national grid.
The provincial government, said the official, had fiscal space of around Rs15 billion in its current budget, making it possible for it to arrange funds for implementing the decision. “The available fiscal space is the result of fudging of figures that the government did like its predecessors,” said the official, justifying the manipulative budgeting.


Arranging funds, added the official, would not be a problem for the provincial government because its annual development programme had suffered slow execution during the first six months of the fiscal, leaving the government with sufficient funds to divert to other programmes.
The energy and power department, according to the official, has identified sites suitable for installing small units on rivers, canals, watercourses, rivers, and streams in the upper regions of the province.


The establishment of power generation units would benefit an estimated 800,000 households in eight districts, including Chitral, Swat, Shangla, Dir, and others.
The committee headed by Chief Minister Pervez Khattak decided to invest in the power sector with an aim to spur economic growth, create jobs, benefit rural communities, and open up areas with tremendous tourism potential.


The government plans to run the units on the model already implemented successfully by non-governmental organisations, including Aga Khan Rural Support Programme and Sarhad Rural Support Programme.


“The communities would be involved to manage, operate, and maintain the power generation units,” said the official, adding that AKRSP and SRSP might also be involved to benefit from their experience.
Another official said the Apex Committee on Energy, which also includes among its members Pakistan Tehreek-i-Insaf’s member of the National Assembly from Islamabad, Asad Omar, and senior minister Sirajul Haq, had some tense moments during its over four hours long sitting.


“The finance department and the energy and power department differed on matters relating to the provincial government budget,” said the official.
According to sources, the incumbent secretary finance, who assumed the charge a few months ago, objected to the budget estimates reflected in the current financial year’s budget in June last year when the sitting secretary energy and power was the secretary finance department.


The sitting finance secretary, said an official, apprised the meeting that the province had recorded a whopping revenue shortfall during the first six months of current fiscal, undermining the budgetary plans.

370 hydel power units can be set-up in 6-8 months only in "virtual reality".

In a real world this will take 6-8 years at the least.

In KP several small size power plants can be set up. The main delay is due to official process of approvals etc, the real construction of such small sized projects isnt at all more than an year and most probable in 6-8 months if there is a will. So fingers crossed, and lets see how PTI can keep up with this promise.

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) government has approved an energy plan that will involve giving Rs10 billion to K-Ps oil and gas companies for energy exploration in the province.
The approvals came during a meeting of the apex committee on energy, under the chair of K-P Chief Minister (CM) Pervez Khattak at the CM Secretariat on Friday. K-P Minister for Finance Sirajul Haq, Chief Secretary Muhammad Shahzad Arbab, Additional Chief Secretary Khalid Pervez, secretaries of finance and energy and power, among others, were present in the meeting. Khattak also approved establishment of a consultancy firm to evaluate and overview investment opportunities for alternate resources in the energy sector. This firm would also look into the potential handing-over of Peshawar Electric Supply Company (Pesco) to the province by the federal government.

It is the provincial governments priority to explore natural resources of the region and bring them to utilisation, said Khattak, pointing out that previous governments had not paid attention to the energy sector which had led to the present crisis. He said the government intends on taking immediate action on energy in the province. He added they were going to initiate the process by setting up small power houses across K-P with an investment of Rs12 trillion.


The meeting was told that the apex committee on energy, headed by Khattak, would work as a policy-making institute. The newly-formed Pakhtunkhwa Energy and Development Organisation (PED) and Pakhtunkhwa Oil and Gas Company Limited (POGCL) will implement and act upon policies prepared by the committee.


Speaking on the occasion, PED Managing Director Bahadur Shah said according to the short-term plan, three hydro power projects worth Rs12 billion would be
completed in three years. These projects, he said, would have a power capacity of 56 megawatts (MW).

Shah said the mid-term plan was for eight power projects worth Rs1.30 trillion, with a capacity of 626MW, to be completed in eight years. Similarly, in the long-term, PED would complete 18 power projects in the province over 10 years, costing Rs10.38 trillion, with a power production capacity of 25,760MW.

356 localities have been earmarked for the construction of small hydropower units in the province, for which 80% of funds will be released by the K-P government while the remaining will be borne by the local population, informed Shah. He added that a summary had been approved in this regard.

POGCL Chief Executive Officer Raziuddin said his department has a plan for production of 40,000 barrels of oil per day in 2014, 48,400 in 2016, 70,862 in 2018 and up to 1,114,125 barrels in 2020-25.

Raziuddin said their plan envisaged gas production at 380, 460, 556, 673 and 1,084 million cubic feet of gas per day in years 2014, 2016, 2018, 2020-25, respectively. He added during the same years, the company has chalked out a programme to produce 14, 30, 66, 144 and 1,007 tonnes of light petroleum gas per day.
