The fact is that this dictator became a poodle of Saudis because the king threw a bone at him. Thats all he needed to let Sharifs go free.

Military dictators threw away accountability and purposely and willfully destroyed institutions that could bring corrupt to justice.
I know that you are blind lover of Musharraf but don't take the criticism of Musharraf to heart as this rot was started before him and his general brothers (who were as stupid and senseless) are responsible. Mostly it was Zia who destroyed whatever we had in terms of a functioning government.
With what Zia gave us we dealt with in the 90s and then Musharraf's gift to us was Chaudhries or Gujrat and people like Marvi Memon, Daniyal aziz and the total control of that psychopath Altaf in Karachi and eventually imposed Zardari on our head with the most asinine piece of ordinance - NRO.

What you have right now is the moral decay in the society. Even the rot had started earlier it was Zia who completely destroyed whatever that was holding us together. He destroyed institutions, got rid of accountability (this NAB and other crap was introduced because he rendered the judiciary and other institutions useless) and what we see as Panama drama is a direct result of Zia's actions.
Zia also introduced false sense of nationalism and religiosity. He allowed Saudi funded half baked mullahs to roam free spreading their message of hate and intolerance and changed how people used to practice religion and basically their outlook on life.
The solution starts with the realization that something went terribly wrong in pakistan beginning in the 80s.
I know that its very very hard in Pakistan to admit our mistakes and do serious introspection. Heck we believe that we are the best and the whole world is after us. We don't want to admit that we went off course and got stuck in this mess.
But look at countries like Rwanda, which was hit by one of the worst genocidal war in the recent history where a million people were killed in a short span of a few years - realized what went wrong and they addressed the issues head on and are back.

We have to make hard choices. One is to realize who has contributed to and who has been responsible for our decline into chaos.
In my opinion Politicians, Military, Judiciary, Religious leaders, bureaucrats all have contributed to the mess to some extent.
Military and politicians bear the biggest burden. We need to institute reforms in the military and the way political governments are run.
We need to make sure that military interference in civilian affairs is minimal but given the propensity of the politicians to commit corruption there should be true accountability in place. this could be done by making the law enforcement, prosecution and judiciary completely independent - yes completely! not some sham
Election reforms need to be introduced and also election commission needs to be a completely independent body.
These are just a few things that could put us on the right track. I am sure that there are thousand other things that could be done.
The process may be slow and painful but the current democratic system as we know it will prevail after a couple of cycles if true checks and balances are placed.
Ah, one other thing - I think that Pakistan needs to have a presidential form of government with strict 4 year term and a maximum of two terms with the stipulation that if you served as the president then no member of your immediate family member can hold the position of President or minister for at least one or two terms or some number of years.
