The ONLY way to security and development: Army has to create 6000 elected City Governments with local police powers and 84,000 council members who will clean their own Mohallahs/communities backed and supported by Police and Rangers. This will cut down Army's internal work. Politicians will never bring these governments. This is nonsense that 200 million election results create only 5 admin positions; those are one pm and four CMs, all incompetent. THINK PAKISTAN.
