Pakistan should unilaterally move ahead to create further opportunities for personal interaction among the common people of two countries.
We should make goodwill offer for easy and wide excess to the Sikh holy sites at Punja Sahib,, Sachcha Souda and Nankana Sahib. Pakistan may offer world Sikh community to participate in the management of these site.
Also Indian and world Hindu community should be given easy excess for pilgrimage to their holy sites at Kalka Devi and Hinglaj Mander.
Easy and respectable access to the religious sites is their right and Pakistan should negotiate with their religious leaders and government to initiate a new policy with regard to these site.

Well if you have a problem with this because they could be spies then you should have no problem when Hindu Nationalists call to limit the freedoms of Muslims in India because they could be Pakistani agents

I assume you already know where Kartarpur sahib is located.

For the ones who don't know:
It is 3-4 km from the border. There is Ravi river and a plain ground in between. Kartarpur Sb. can be seen from across the border and Sikhs regularly gather on the other side of the river for prayers. Pakistan maintains a clear ground so that it can be easily seen from the other side. This has been the practice since long.

Though Sikhs have long demanded for a corridor and (temporary or otherwise) bridge on the site so that they can walk up the site and return however the Indian central government had opposed. In 2000 two government had an agreement but later Indians backed out.
A large number of Sikhs visit the site yearly (it was the abode of guru nanak for about 20? years) however it takes 4-6 hours via Wagah.

Good step but Modi wont allow it. He simply hates Pakistan and Muslims. IK should be cautious in making unilateral decisions.

Good step..now India will be in confusion..if he don't allow then there is negative impact on them from Sikhs..If they allow then Pakistan will in win position..
