1. Though i'm not a "panwari" myself and its regular usage is not seen as something good habbit in urdu speaking families, even though .. YES its a part of culture. Similarly to "Huqqa" being used in Punjab, "Bhang" used in Sindh... these are not recommended things but yeah people have been using it.

2. Karachi has a population of around 25 Million people which includes Urdu speakers, Baloch, Sindhi...everyone.... Now what i have seen that Pan Gutka is majorly used by Baloch people..... My point you cannot generalise something with a particular community.
If there was pedophile in Qasur, does it mean that every Punjabi Men is a pedophile? If someone was caught selling Donkey meat in Lahore, does it mean all Lahoris are fond of eating Donkey? If Mukataran Mai was raped in South punjab does it mean that everyone in South Punjab has same mentality?

Its very immature thinking to generalise a community because of some prejudice.

3. Garbage Collection - In any mega city like Karachi, Garbage collection is a responsibility of government. People can keep their houses clean but when it comes to streets, roads, localities, parks, Its the Govt. who can and should manage this task on regular basis with dedicated labor.
Even in western world, though people have this self awareness of not throwing trash, there are dedicated people from municipal corporation who does this job and trust me if for one month these govt. workers stops their work, the cities like Paris, NYC will become like Lahore or Karachi in one month..

So in short, keep your prejudice aside and think from rational perspective.

bhai jan itni lmbi taqreer ki xrort nahi thi paan huqa sb bkwasyat hai sb pe tax 4 guna kro take usage km ho. msla paan khana nahi, khane ki tmeez hai, hr jga paan thukna kon sa culture hai?
