you are absolutely right. Majority of them are activated when there's VIP movement in the areas otherwise they just stand or sit at the corner of the road. Also their main priority is to protect the buildings not the general public. Unfortunately we always select the wrong leaders and educated people are mostly responsible for such decisions.
