The Chief Justice was addressing Judicial Commission meeting in Islamabad.

ISLAMABAD (Dunya News ) Chief Justice Iftikhar Muhammad Chaudhry has said that judiciary is ensuring dispensation of justice in accordance with the constitution and law.
He was addressing Judicial Commission meeting in Islamabad today (Saturday).
The meeting reviewed the proposals of the Bar Councils to bring in amendments in rules and regulations of the Commission.
The Chief Justice said that Judicial Commission is discharging its responsibilities in a proper manner

You guys don't know Law very well. What the Chief Justice means is that the judiciary is following the constitution of Pakistan. It does not necessarily mean the judiciary is actually dispensing justice in a timely manner. The Court system of Pakistan is very slow. So he is not wrong when he makes this statement, technically. You cannot criticize the man for being politically correct. The issue of actually getting the cases moving is another debate altogether. You gotta pay close attention to the language of law givers.
