It will be great if we had the ideal conditions but by and large our laws and the form of Govt are Islamic. What Mr. Green is highlighting are violations done by a tiny minority. There were Munafiqs and Fujjar in Medina too even at the time of Prophet. Our problems are not because of lack of Islam or too much Islam, it is rather a problem of commonsense, uniform application of law. Unless you uphold the law, you are not going to get anywhere.
However you try to run away from it with idealism, the reality is that Islamic system is how you run a Muslim country. You need to find ways to improve your governance and efficiently deliver services to the people.
