You raised a valid point. Especially after the damage those lohar-zardar type of douchebags did, and the values IK came with, we should watch for any irregularities/abuse of power cases with a hawk's eye. That will help us develop as a society imo.
Having said that, umrah is to KSA as a visit to the blue mosque is to Turkey, I guess. It's the country's definition, their pride and so a part of the visit is social. I should research if all Muslim heads of state start their visit with an umrah, to be able to say more, though.

Nothing wrong with conducting personal activities during an official visit as long as the additional expenses for personal business are reimbursed to the state, and as long as personal activities are outside of the official business, and that they do not interfere, overlap or as have any impact on the official business.
