Actually peoblem is not political but geological.......maybe I am wrong but I have observed it...............In India, Dehli has its own population and thus they are able to force Govt. to do a protest and sit it...as the population do not have to come from another city..........In case of Pakistan, Islamabad's own population is very small, so to pressurize Govt. everyone has to march the crowd from thier home cities.....Had not Ayub moved the capital from Karachi to Islamabad in 1962, the situation would have been very different.........he did it as he faced very strong opposition from Karachi in Ayub vs Fatima Jinnah Elections.....
