Malik Riaz Needs Protection!


Rehman Malik, the Interior Minister uses the offices and facilities of Malik Riaz for his private business. Apparently his official duties allow him enough time to pursue business scams in various fields, in some of which Malik Riaz and the Minister have common interests. When Rehman Malik shifted to Islamabad from his London exile, Malik Riaz refurbished one of his Islamabad houses in F-8 for the residence of Rehman Malik, but the latter became a minister, who was authorized government accomodation, and so the F-8 house was not needed by him. Malik Riaz is also in business partnership with Lord Zardari, along with many other crooked people.
For years Malik Riaz has run the biggest " Qabza Group" in the country. The head of the group is Haji Nawaz Khokhar, ex MNA. Khokhar has a camp outside of Rawal Pindi where refuge is provided to various desperadoes on the run from the law. This is the army of musclemen who are called in to deprive the uninfluential of their land. They have no recourse to law--either to the police or the courts. About three years ago EVERY S.H.O, every tehsilar, girdawar, patwari civil judge,or sessions judge was appointed in Islamabad Capital territory or District Rawal Pindi, on the recommendation of Malik Riaz.

He then massively corrupted some of the senior most ranks of the army who helped him to strike a fraudulent deal with DHA Islamabad which is a huge scandal waiting to explode. This will take down investments of literally thousands of mid level and junior army officers. I can name most of these bought Generals, but will desist from doing so because our army can do without this one.

Being an equal opportunity employer, Malik Sahib made certain that the higher judiciary did not remain deprived of his beneficence. There was a belief some time ago that he owns the entire brood of our higher judiciary, except the C.J. And all credit to the C.J for proceeding with a very fair inquiry against him. But then things suddenly changed. I have it on unimpeachable authority that about 18 months ago, a son of the C.J was given a secret tour of Bahria Town to select properties--perhaps there was a follow-up tour as well. Immediately after this, the C.J's wrath against the inequities of Malik Riaz suddenly abated.

This was a great conquest deserving of celebration. And Malik Riaz celebrated it by giving an advertisement in all the major papers of Pakistan inviting 'recently retired' Judges of the Supreme Court and Lt Generals to apply for a job in Bahria Town. It is reported that when one of his advisers showed concern that such an advertisement would draw the wrath of the Generals, Malik Sahib is reported to have remarked: " O Jee Bhul Jao Aina Jernailan Noo. Ae Randian ney Randian."And this is known in the army, but there is not the resolve among the top ranks of the army to get this man out of DHA Islamabad, and hence from the innards of the army. How this knowledge goes down with the huge majority of honest and dedicated officers, should not be too difficult to guess.
But one cannot buy all the people all the time. And so one sore thumb rose up to mock the omnipotence of Malik Riaz, in the shape of Chowdhry Nisar Ali Khan, MNA. He has ensured that all the S.H.Os and Revenue officials owned by Malik Riaz be posted out of Rawal Pindi district.

So, if Malik Riaz feels the need of protection which is being provided to him by a platoon of Frontier Constabulary, which comes under the Ministry of the Interior, which is the theme of the following article, there is good reason for this. Malik Riaz's head office is in Bahria town Rawal Pindi. In Rawal Pindi, he needs protection from all the many people he has been defrauding. He cannot get such protection from Punjab Police, firstly because no ordinary citizen is allowed such protection without adequate reason, and secondly, Rawal Pindi falls in the domain of Nawaz League, and not PPP. Zardari would have loved to send him a platoon of Islamabad police, but he cannot deploy this police outside the limits of the Capital. And so resort had to be made to the Frontier Constabulary, with is a federal force and may be deployed anywhere in the country. And luckily for Malik Riaz, this force falls under the ministry of interior, and his chum, Rehman Malik.


Hopefully, in the not too distant future, we shall see this den of knavery dismantled.
Paramilitary protection for tycoon

ISLAMABAD, Nov 1: A small contingent of the paramilitary Frontier Constabulary (FC) has taken up guard duties in Bahria Town, allegedly to protect the property tycoon Malik Riaz Hussain who is facing land fraud charges in a Rawalpindi court.


Police sources told Dawn that it was unusual to deploy a paramilitary force to protect a private person, that too at the cost of the FC`s more pressing task of providing security to VVIPs and sensitive places.
They said the Islamabad police and the Ministry of Interior had to make extraordinary efforts to secure their services for Malik Riaz who feels hunted by people with political clout in the hugely profitable but murky business of property development.Beset with litigations on several fronts, the Bahria Town tycoon used to move in a convoy with personal bodyguards.

Islamabad police were already trying to call FC to his protection when the arrest warrant issued by the Anti-Corruption Court in Rawalpindi for him last week made the tycoon feel more vulnerable.
According to police source, SP Rural Zone visited the FC Headquarters in Islamabad on October 15, on the initiative of the Central Police Office and the Interior Ministry, to seek a platoon for his protection but was told that none could be spared.

But the top police and interior ministry officials persuaded the FC command to withdraw one of its two platoons guarding the Army Aviation Heliport in the sports complex grounds and redeploy it in Bahria Town.

Next day DSP Rural Ahmed Iqbal appeared at the gate of the heliport with police trucks to pick up the platoon but the army officer incharge rejected the idea. He informed his superiors who took up the matter with the prime minister`s secretariat and the transfer of FC personnel to police was abandoned.
However, the Islamabad police hierarchy persisted in their efforts and offered the local FC command policemen exchange for FC personnel. It was after this deal that some 20 FC men took up duties in Bahria Town on October 23 and policemen replaced them in the Diplomatic Enclave, the sources said.
In addition to the FC contingent, which has been put in a house, a police post, manned by about a dozen policemen, also exists in the Town which has its own well-organised security system and guards.

Questioned about the deployment of FC, a Bahria Town guard merely said: “They are for the boss.”

According to Lt. Col. (retired) M Tariq Kamal, former director engineering DHA Islamabad,
( 0300-8542971 – Res: 051-5152157), resident of 10-C, Tariq Lane, Tulsa Raod, Lalazar, Rawalpindi, Defence Housing Authority Islamabad (DHAI) and Bahria Town have deprived 150,000 people of their hard-earned Rs 62 billion.
All the concerned authorities have decided to ignore this blatant breach of public trust, he said.
Colonel says that DHAI has been receiving money in the name of allotment of plots in DHA Phase I Extension, DHA Phase II Extension and DHA Valley since a decade but what masses get in return is assurances and hollow promises.
Those who deposited money for plots considering it purely DHAI projects were deliberately kept in dark about the agreements between that DHAI and Bahria Town regarding land development.
Similarly, few would know that following the controversial agreements, DHAI silently transferred all the funds raised from public amounting to Rs 62 billion to the account of Bahria Town CEO Malik Riaz.
Those who got cheated include 110,000 civilians, 41,000 serving and retired military officers, jawans and families of martyrs. Total land in question is 165,000 kanals.
Elaborating, he said that few years back DHAI and Bahria Town chief Malik Riaz inked controversial agreements according to which the later was entrusted to develop all the 175,000 kanal land owned by DHAI. Malik Riaz started development activity on 10,000 kanals. As the development process kicked off, the DHAI bosses transferred Rs 62 billion into the account of Malik Riaz without any guarantee and against the advice of DHAI legal advisors Ahmer Bilal Soofi & Co.
Those DHAI employees who objected to the illegal steps were sacked immediately.
After some time, Mr. Riaz stopped development process and started using the money of DHAI members to fulfil his personal ambitions. According to the agreements DHAI is unable to take any decision or action while Mr. Riaz continues to delay development leaving millions of people worried and insecure.
Col. (R) Tariq said that reasons for the unusual favour are still not known but it merits an investigation to ascertain as to why top officials misused authority and compromised DHAI reputation to benefit a property tycoon widely known for land grabbing.
Similarly, the applicants were deliberately kept unaware about the partnership of DHAI with Malik Riaz in the business otherwise the response of masses could have been different.
He said that Mr Riaz is not honouring agreements thus damaging GHAI reputation and causing a huge financial loss.
According to Clause 23 of Ordinance No LIII, 2009, all the serving or retired army officers serving in DHA would be considered public servants (civilians).
However, the Central and Provincial Governments, NAB, FIA and police etc. would not take any concrete action against all those who have violated all laws and procedures to deprive 150,000 families of their homes.

Admiral Fasih Bokhari has taken over as the new Chairman NAB.
Lt Gen Shahid Aziz, a former Chairman NAB, while speaking to media [referring to 6th & 8th Dec 2009 live on GEO, the News & Dawn & more] after expiry of two year’s mandatory period that prevented him to discuss service matters, revealed that he was constantly pressurized to hand over the lists of politicians being probed by the NAB, but he refused to do so. However, Parliament’s Standing Committee later ordered NAB to provide the updated lists naturally for the consumption of the PM Shaukat Aziz and Gen Musharraf. Moreover, he told that:
‘I was appointed as the NAB chairman with a pre-condition that I would not open old cases against politicians and other prominent people and was pressurized into formally closing down cases against politicians supporting Gen Musharraf. I was told repeatedly not to create problems and not to destabilise the government, otherwise the system would collapse. They (the president & his team) gave a strange logic that corruption and economic development goes hand in hand.’
Lt Gen Shahid Aziz quoted Lt Gen Khalid Maqbool, a former NAB Chairman, as saying while trying to convince him that:
“If you stop corruption, there will be no development. If ministers and politicians are not given personal benefits in contracts, why would they pursue development schemes? They have to be given personal incentives…contracts to their sons and kinship.”
Once Gen Musharraf had personally called him and asked him:
‘…. drop the name of one Malik Riaz Hussain from the exit control list. (Riaz Hussain was one of prime accused in a multi-million-forest land scam) As President of Pakistan, I give my personal guarantee that he (Malik Riaz) would not run away. Isn’t a personal guarantee of the President of Pakistan sufficient to satisfy you’? (Ref Dawn daily of 6th December 2009)
Malik’s name was removed from the ECL subsequently.
Lt Gen Shahid Aziz was appointed NAB chairman on 10th November 2005 for a period of four years. According to NAB Ordinance of 1999, the NAB Chairman cannot be removed before the expiry of four years except if he resigns but it never became clear that whether he himself opted to resign or he was forced to resign. But the record told that he was not attending his office since May 2007 due to undue interference of the government in NAB’s affairs.
Lt Gen Shahid Aziz’s predecessor Lt Gen Munir Hafeez had left NAB on the eve of his retirement from the army. Lt Gen Shahid was succeeded, first time in eight years, by a civil bureaucrat Nawid Ahsan, who was General Secretary Finance in the Federal Government.
The appointment of Nawid Ahsan, a civilian Chief of NAB, was made in the backdrop that the President himself was planning to come out of his military uniform (An army officer, retired or serving, remains answerable to the Army Chief). Gen Musharraf had planned to keep the control of NAB exclusively with him as a civilian President.
The fact remains that Lt Gen Shahid and the then PM Shaukat Aziz were not easy with each other. The PM had once reprimanded the Chairman NAB in a public meeting not to insult senior bureaucrats on the pretext of investigation. Some reports speak out that the tussle between the two started in 2006 when the NAB under his command tried to conclude investigations against some top politicians, including Asif Ali Zardari, Mian Nawaz Sharif, Shahbaz Sharif, Chaudhry Shujaat Hussain and Humayum Akhtar etc on various counts; of course new cases in addition to the old files.
Lt Gen Shahid was going to make some important features and facts related with these top politicians when his cousin Gen Musharraf had shown him the exit door in an un-ceremonial way. At that time, too, the main issues were of sugar crisis and edible oil shortage. He was initially asked to close the files on the pretext that ‘the prices of sugar, edible oil and petroleum products would go all time high if the investigation continued’.
In the cases then opened by the NAB Chaudhry Shujaat Hussain, Nawaz Sharif, Shahbaz Sharif, Asif Ali Zardari, Humayun Akhtar, Jehangir Tareen, Altaf Saleem, Nasarullah Dareshak, Anwer Cheema and Mian Azhar were alleged to have hoarded about 315000 tons of sugar and the prices were taken up from Rs:20 to Rs:45 per kg for consumers.
[Lt Gen Shahid Aziz was known as an upright person. To judge his spirit of nationalism and sincerity to cause one should not forget his talk to the media to divulge on certain untold stories of Gen Musharraf’s earlier era. He, being the Chief of General Staff (CGS) from Oct 2001 to Dec 2003, had revealed that the Army as an institution was kept in complete dark about what was going on between Washington and Islamabad after 9 / 11 and on ‘war on terror’ deals.
GHQ and the top Army commanders had strongly opposed the handing over of Pakistanis to the US, but Gen Musharraf did so at his own. Though Office of the CGS was always taken as the nerve centre in GHQ but did not know most of the controversial things Gen Musharraf did.
Lt Gen Shahid told the media that while the Pakistan Army used to catch the targeted foreigners and locals and handed them over to the ISI for interrogation, they were passed on to the Americans without the knowledge of the Army. It caused a lot of resentment in the top echelons of the Pakistan Army when they found this was happening. Gen Musharraf kept the ISI engaged to collaborate with American CIA without the knowledge of other commanders.
Gen Musharraf had also allowed the US drones to use the Pakistani airspace for intelligence sharing besides permitting the American intelligence agencies, the CIA and the FBI, to recruit their agents in the tribal belt of Pakistan. Despite strong opposition from the GHQ, Gen Musharraf granted this permission in the name of intelligence sharing. The same drones had then carried out strikes inside Pakistan, killing hundreds of people, including innocent women and children.
Lt Gen Shahid Aziz felt no hesitation to disclose that when initially consulted after 9/11, the top commanders had decided to stay out of the conflict. However, later because of compromises by Gen Musharraf, the Army was dragged in that odd situation.
Gen Musharraf had compartmentalised the Army to such an extent that even the CGS would not know many things directly assigned by the Army Chief to other departments. Since he (Gen Musharraf) was also holding the government, the Army as an institution was not consulted on many things that were being agreed between Islamabad and Washington.]
Coming back to our original topic, during the initial days of promulgation of NAB Ordinance, the NAB’s focus was detection, investigation and prosecution of white collar crime. In 2002 after the evolution of National Anti-corruption Strategy, identification of root causes of corruption were also incorporated into the anti corruption mechanism that empowered NAB to undertake prevention and awareness of corruption and corrupt practices.
It is alleged that in early days of Gen Musharraf’s take over, some of the NAB officers had strictly and harshly pursued the NAB agenda to eradicate corrupt practices but it was purposefully propagated that it had offended the business community thus hindering the economic growth. During Lt Gen Maqbool’s tenure as Chairman, compromises were struck with the business community and important politicians. Thus Maqbool’s tenure was marked with peculiar reputation of striking deals and negotiating under-table compromises in the name of ‘plea-bargains’ in NAB’s history.
Though there was a high-powered committee consisting of chairman, Principal Secretary to the President, Governor of State Bank etc. who were also supposed to know the ‘important’ suspects in cases of ‘high volume corruption’ but practically the mechanism did not work. The Presidency continued to deal with politicians in getting their favours to prolong the military rule whereas the NAB remained after the wealthy targets like Admiral Mansoor ul Haq to do plea-bargains, and it became a routine practice those days.
As part of its political expediency strategy, the government had to abolish the Special Operation Division (SOD), a subsidiary of the National Accountability Bureau (NAB) which was investigating matters related to illegal foreign assets and offshore bank accounts of politicians, including Sharif Family assets, Benazir Bhutto and her husband Asif Ali Zardari.
The NAB once had created a special cell within NAB named Special Operation Division (SOD) and one DMG officer named Hassan Waseem Afzal was made its incharge. Initially he had landed in Nawaz Sharif’s Ehtesab Bureau of 1997 just to save his brother in law’s skin who was a nominated and the only culprit in an FIR registered with FIA Rawalpindi on 5th September 1995. Waseem’s brother-in-law named Javed Zia was involved in two fraud cases then:
Firstly; for selling out Cotton Mills Okara’s open land after converting it into a private housing colony without clearing his bank loans.
Secondly, Mr Zia was involved in selling out a Cessna to the Punjab Government on double market price and masterminding ‘commissions’ in the name of the then Chief Minister.
The first and remarkable job of Hasan Waseem Afzal was to get that FIR quashed with the help of the then Chairman Saif ur Rehman of Ehtesab Bureau. Then he offered his special services to Saif ur Rehman to fabricate the Swiss Case against Benazir Bhutto and Asif Ali Zardari during the tenure of Nawaz Sharif compelling Benazir Bhutto to leave the country. He had managed it through the services of his ‘family’ friend, a notorious judge of the High Court named Malik Qayyum. Mr Hassan Waseem Afzal was then awarded the Tamgha-e-Imtiaz by the government of Pakistan for his services against Bhuttos.
Mr Hassan Waseem Afzal was made Deputy Chairman NAB when the government wished to penalise Benazir Bhutto who was exerting pressure on Gen Musharraf-led government for her return. He again activated cases against Benazir Bhutto and Zardari in Swiss courts, and paid tens of visits to Switzerland. The facts also appeared in media that, during his apparent visits to Switzerland and London, he had managed to strike a secret deal with her and perhaps succeeded. When the facts reached Gen Musharraf, Hassan Waseem was asked to relinquish charge of his assignment in NAB and forced to stay aloof.
Now let us see what new strategies have been worked out for the NAB and what tasks would be performed. Whether Admiral Fasih Bokhari would like to take role of Lt Gen Shahid Aziz or of Lt Gen Khalid Maqbool. Time would tell us more stories.

Recently Lt Gen [retd] Imtiaz Hussain apparently killed himself. The
link below, however, informs us that a certain Dr Shafiq ur Rehman has
lodged a petition in the Apex Court to charge Malik Riaz Hussain for
the murder of the General.
At first blush, the doctor's petition appears to be the action of a
fevered mind bent upon heaping ignominy on a person, who does not need
any outside help to add to his already formidable and justifiable
claims to infamy, as the country's corrupter par excellence. And
though there can be little doubt that the general's death was the
result of suicide, there is his connection with Malik Riaz Hussain
that could possibly have hurried him towards this end.
Malik Sahib is a man of great vision, energy, ambition, deceit,
mendacity, utter ruthlessness, and sheer nerve. He has had huge
success, made huge money, which entailed huge infringements of the
law, against which he immunized himself by giving out huge bribes. And
he bribed the high and the low, the holy and the not so holy, the
politicians and the bureaucrats, and the judges and the military. He
is the fairest man in the illegal distribution of largesse that ever
lived; and also the politest--a most felicitous confluence of
hypocrisy and sycophancy.
His operating principle has been to play Robin Hood in reverse i.e to
gouge from his investors and pay off the elites. And without these
elites, both civil and military, so utterly bereft of moral sense or
spine, such great 'success', as Malik Sahib's, would be unthinkable.
Reportedly one of his more notable 'successes' in subversion was the
late general, who became a crucial and necessary factor in the making
of, perhaps, the biggest potential scandal in the army. A while ago,
an email purportedly written by Lt Col [retd] Tariq Kamal, an
ex-Director Engineering of DHA was doing the rounds. This sought to
expose a DHA-Bahria contract which is a scam of mammoth proportions.
According to the Colonel's computation, Malik Sahib enriched himself
by about Rs sixty billion as a result of this contract, and some of
these pickings were generously distributed by him among those who
facilitated his theft, one of the beneficiaries being the late
general.
Initially DHA Islamabad hired Malik Sahib's services for land
acquisition. Malik Sahib being the head land mafiosi of the country,
this selection must be considered to have been made on merit.
Generally he was buying land at between Rs 20,000 and 50,000 per
kanal, and palming it off to the army at between Rs 300,000 to 500,000
per kanal.
A huge amount of money was made in this operation, and a lot of it
went around to sully many a well starched uniform. But that was not
all. DHA was intent on making further "progress". It then signed a
contract with Malik Riaz to develop some of the land which Malik Sahib
had helped it acquire. The development charges for this operation were
being paid by thousands of allotees, who were mostly middle ranking
army officers and civilians of like financial standing. Under terms of
this contract, the DHA was obliged to transfer all monies received on
account of this development to Malik Riaz's coffers with 24 hours of
receipt of the same. This would have been fine, assuming that the
money was being used for the purposes for which it was intended. But
this was not the case. These funds were actually being used for
everything but their assigned purpose. They were being used to acquire
more land for Bahria Town [ i.e Malik Riaz], to buy properties abroad,
and for further facilitation and hushing up the improprieties being
committed by the man. All stirrings of protest were being regularly
squelched by the army high ups, and indeed none of these found a
sympathetic ear. Lt Col Tariq Kamal's was the very first protest which
eventually broke through the surface. But the scandal was known
earlier, though seldom talked about.
General Imtiaz was the Adjutant General of the Army, and thus the
ultimate boss of DHA Islamabad, when this infamous contract was
signed. It was also well known then that he was also its penultimate
beneficiary--the ultimate one being the great Malik himself!
After his retirement from the army he was rewarded with the
stewardship of the Army Welfare Trust. And it was after his retirement
from there that he came home and found the time and the leisure to
fall into a depression which eventually drove him into suicide. There
is a good body of opinion which feels that his depression was the
brought on by fear of the chickens coming home to roost, as it is
reasonable to assume they must.
So, between the death of General Imtiaz and Malik Riaz Hussain there
may well be an intimate connection. And few connections are more
intimate than those between give and take.
But the stakes now have become considerably higher. Malik Riaz
Hussain's attempt to subvert and compromise the Chief Justice of
Pakistan through his son, was his final throw of the dice to bring
down Pakistan's last bastion. Whether he just reached moat, or the
bastion itself, remains a matter of conjecture. However this should
be, this development is likely to pitch the government against the
Supreme Court once again, for Malik Riaz Hussain was always the point
man of the government.
This time again matters will so transpire that the Supreme Court will
look to the army as its constitutional enforcer of last resort. The
army will once more have to decide whether it will make its stand for
Pakistan or Zardari, since a Supreme Court order, right or wrong, is
the highest edict of the state. The choice therefore should not be a
difficult one, or one which even admits of discretion. But there are
reasons to believe that in the past four years the Supreme Court has
twice sounded out the army on similar issues, only to be turned down
both times. The result is that the country is now tottering on the
brink. A third refusal by the army will take Pakistan beyond the
brink, and with it the generals and the army.
Naked theft can only masquerade as democracy just so long, and no more.

A petition to register a case against Malik Riaz has been submitted in the Supreme Court today on Thursday. Aaj News reported. Malik Riaz is a real-estate tycoon of Pakistan and the owner of Bahria Town housing schemes. He is also a key figure in a recent corruption scandal brought forward against Dr Arsalan Iftikhar, the son of Pakistan’s Cheif Justice, Muhammad Iftikhar Chaudry.
The petition was brought forward to the apex court by Dr Shafiq-ur-Rehman. The petition states that a case be registered against Malik Riaz on charges of murder. The accuser states that Malik Riaz was involved in the murder of (retd) Lt Gen. Imtiaz Hussain and Dr Mansoor Janjua.
The petition states that their murders were connected with a humongous exchange of approx Rs 62 Billion in Bahria Town DHA scheme.
The petition has prayed the court to register a murder case against the accused Malik Riaz with immediate effect.
