I wrote this for my party sometimes in 2010. Lot of time, efforts, brainstorming has gone in this. Police Reform is just one of the reform documents that I have prepared. If these reform plans are followed upon in letter n spirit, people can have a very good and efficient police dept. Of course some minor changes may be required based on the prevailing situation.

Anyway, those who have time to read this plan and have heart for Pakistan, will find it very well written reform steps. Here you go....









The Manifesto Of Pakistani Patriots: Police Reform


Introduction:


In the past over 60 years of the history of Pakistan, the police departments in all provinces and agencies have been the most neglected entity. Police individuals, whether they are a local officer in a rural population or a senior officer in the metropolitan of Karachi, have been the subject of exploitations and over expectations of performance of their duties for the salary they get paid. Low pay and high cost of living are conducive to opening up for kickbacks and bribes. The police officers are forced, by the law of necessities, to solicit bribes and kickbacks that results in arrests, illegal incarceration of innocent people. On the other side of the picture they are also open to bribes and kickbacks to ignore the crime hence causing the bad elements roam free on the streets causing lawlessness, and anarchy to the citizens.

This situation also creates dissent and discontent in the hearts and mind of police that results in incompetence, lack of loyalty and confidence, and rejection of their duty enforcements by the public. Our police today are heavy disrespected and looked down upon by the people for simple reason that the governments have paid any attention to their plight and provided them the leadership and the guidance that they need to be helpful to the society.

We believe that Police Reform is one the most needed and the most difficult reform of the time and the Patriots believe that we have the desire, ambitions, and plan to turn the situation around within three years, inshaAllah.



Plan Introduction:

We realize the fact that Pakistan now has the western democratic system of government and hence Patriots must follow laws, rules, and procedures as available or required to initiate the Police Reform Project. We also recognize the fact that this project may only be possible in a province and agencies where Patriots has formed a government with majority local assembly members. In case if the Patriots does not have clear majority, the government of the provinces and agencies will be taken into confidence and attempts will be made by the Patriots to secure an agreement with the local government for the sake of the nation. If the negotiations with the provincial governments fail then we would have two options:


Pass a law or a bill in the parliament or an executive order by the Director to move the nation’s all police departments under the direct control of the Director for three years, or more but only if needed. We estimate that three years should be sufficient to reform the police dept.
OR
Create a pilot project with the police dept of the province where the Patriots has been elected with a majority.

In either case, the province will still pay the expenses as it paid prior to the move but the commission and administrative expenses will be born by the federal govt.


Step by Step Plan of Reform: Our Standards of Excellence

01After the police department (the ’Dept’) has been legally moved under the direct control of the Director, the Dept will be declared independent of any attachment with any local government and the head of the police will report directly to the Director. Using his executive authority, the Director will either hire a new qualified police officer or promote the existing Inspector General as the Commissioner (‘The Com’) of the dept. For the first three years or more, as the case may be, the Commissioner will be independent and responsible for maintaining law and order in the province the Com has been hired for. He will be under oath to the Director during this project time.
The Commissioner will have the full authority to enforce the law, arrest, file charges to fit the crime. , prosecute in the court of law, carry out sentencing as currently being done.
02Personal Appearance of a Police Officer: The Patriots has come to the conclusion that the police uniform in Pakistan is pathetic and must be replaced with a better one that gives fear to people, and stands out. For people to have fear of the police and the law, the people must see the uniform and dignity of the police officers. The color, black shirt and khaki pants, has no ability to draw fear or respect of the police officer from Pakistanis.

New Uniform: New uniform will be provided to the entire police force and the existing black shirt and khaki pants uniform will be provided free to a benevolent society such Edhi Trust etc. for less fortunate people to wear.

Shirts: The shirts of a police officer, whether a constable, an inspector, or any other rank within that police station (except for Superintendent and above) will wear a dark navy colored short with two chest pockets with snap-on buttons. This color will be for both male and female officers.

Pants: The pants will be of the same color as the shirt with a red stripe on the side of each leg. The bottom of the pants will be straight helmed and no cufflinks will be allowed. There will be no pleats anywhere on the pants. There will be four pockets, one on each side, and one above each hip. Constables who are on field duties will not be allowed to wear suspenders as this destroys the image of the police, unless there is a medical reason for an exception, which must be obtained from the Director for this project tenure. The suspender, if allowed, must be of same color as the pants and shirt. The officers will provide their own belts, ensuring that the belts are preferably black but navy will be acceptable.

Socks: To prevent any abuse, we shall let the officers buy their own socks ensuring that the socks are comfortable and does not hinder in any way in the carrying out the duties.

Shoes: An input will be taken from the police whether they are satisfied with the current type and quality of the shoes. But shoes must be black. We would like to supply them with a good quality shoes with light weight yet a durable that can sustain all usages of the feet.

Hats: We at the Patriots firmly believe that the hat of a police officer makes a big difference in earning dignity and respect from the citizens. Therefore we shall propose that the hat be similar to the hat that President Ayub Khan used to wear when he was a general, or like the one that the Chief of the Army Staff wears with some modification. Details will be spelled out at the proper time.

Beard: To maintain the Islamic requirement and the Sunnah of Mohammad (s.a.w.) , all police officers will be allowed to have beard, if they so choose, but the beard must not be out of control, and must be neatly trimmed and maintained. The length of the beard will be determined after obtaining Fatwa from Mufti-e-Azam of Pakistan.

Make-up: All female officers who perform their duties regularly in public will not apply any make-up except for lipsticks. Excessive make-up may not be suitable for their safety, and can attract unnecessary comments or attention from the general public.

Pregnancy: All officers who are carrying a child (or children) will be allowed to perform ground duties only such as office works etc. after the first two months of their pregnancy. This time period will need to be adjusted based on the consultation with gynecologists or obstetricians. Pregnant officers will be offered maternity dresses as suitable for them.

Long Hair (males): Male officers will be forbidden from keeping long hair and will be allowed to keep slightly longer than the army recruits but must not be over their ears.

Long Hair (Females): In keeping with the excellent Islamic tradition, women will be allowed to keep long hair provided if they either braid them and keep on the back or lump the hair up and tuck it on head under the hat. In either case, a hat must be worn.

Turbans: Turbans are NOT allowed unless the officer is a Sikh Pakistani.

Nails: Neither males nor the females will be allowed to keep nails extended beyond the tip of the finger. Only females will be allowed to polish their nails.

Police Officers, Superintendent and above: They shall wear same style pants as mentioned above with white shirt. All decorations, if any, will be sewn in on the shirt above the left pocket. And badge, if any, will be pinned on top of the left pocket. Their decorative stars will be on shoulder as per standard.

Name Tags: All police officers, whether the Com or a constable will wear their name tags for identification. Only the last name with the Id number will be sewn on the flap of the right pocket of the shirt. It would look like the following:
If the officer’s name is Salim Ahmad or Fauqia Khan, the tag would appear as:
Ahmad OR Khan

Bangels and Choorian: No bangels and choorian will be allowed except for any medical or religion reasons. However wedding rings and bands will be allowed.

Cold Weather: All police staff, whether on ground or field duties, will be qualified to receive a winter jacket. The weight of the jacket will vary depending on the weather of that district.

Mobility and Equipments: Depending on financial freedom of the Dept, all police officers, or two in a group, will be allowed to have a 4-door car equipped with proper police gadgets, such as radio, top flasher etc.
If the Dept does not have funds available, we shall waive this section of the plan until such time that the Dept is self sustained.

Guns and Ammunitions: Our police officers currently carry rifles that are excessively heavy and do not portray a good image of the police officer. The rifle also creates quiet an inconvenience when it comes to mobility. For example, they can not easily sit in a car or in public transportation, entering/exiting stores. A rifle also becomes too heavy for some individuals who are thin in body weight.

We shall purchase handguns for the individuals. Rifles, long range rifles, or similar bulky guns will be allowed only for the commando, tactical units or similar part of the police.

A very careful thoughts and brainstorming has gone into above standards. We have developed this Standards with these in mind:

Police department should be given a chance to shine their profession and perform at the highest standard possible.

Citizen should be given what they pay for thru their taxes. Our Police will become a role model in the South Asian countries so they can follow our reform for their benefits.

It is the intention of the Patriots to implement the above word-for-word and will look for supports from the Police Dept and the tax payers.



Constraints and Requirements on Police Officers:

All officers, regardless of their ranks, must return to their respective stations prior to going home.

Complete uniform, such as hat, shirt, pants, guns, shoes, and any other relevant items must be deposited in their personal locker prior to going home. If no lockers are available currently, we shall purchase and install lockers in their stations. The individuals will provide their own locks. We shall issue a tender to buy locks at a wholesale price and pass it onto the individuals with only 5% markup to cover the cost of purchase and administrative cost. They will be allowed to provide their own locks instead, but it is recommended that they take advantage of the discount available to us due to huge volume purchase.

Cars, if provided, must also be returned so the officer in the next shift can use it.
Under no circumstances, except when under extreme conditions and allowed by their superiors, the officers will take home any of the items mentioned above, specially the vehicle and the gun. Exceptions will be granted only when a security risk exists or the individual is on call at late hours of the night.

Individuals will find their own transportation to and from work.

Any lost or damaged locks will be the responsibility of the individual to purchase again immediately. If the lock cannot be replaced immediately, then the gun and radio must be deposited in the office safe.




Performance Under New Looks:



The Director, his assistant, or his designee, will constantly monitor the post-reform performance and issue new orders if needed.

All complaints will be monitored from the general public and media.

All infractions in performance will be dealt with immediately. Proper guidance and recommendations will be provided as they are deemed necessary and will be forwarded to the Com for proper remedy.

A hotline, a separate complaint centre, will be set up to address any complains. A citizen, whether within the police force or any other person, will be allowed to withhold their Id, name, etc to maintain confidentiality for their own protection.

Media will be constantly monitored to determine if any complain has been publicized by people thru the media.

We anticipate this reform will be completed in less than 2.5 years as it will be strictly enforced and implemented.

Subject to the satisfaction of the Patriots, we now consider this part of the reform complete



What is Next:


While the reform is still in progress, the Province (or provinces) or the Surveyor General of Pakistan will be requested to provide geographical boundaries of cities within that (or each) province.
For the sake of clarity and easy understanding, let’s assume that we just completed the reform of the Sind Police. We now task ourselves with the second chapter of the reform.

01We shall break up the Sind police force in two sections. Force of the Cities and Rural Police. Force of the Cities will be termed as the City Police and Rural Police will be termed as the Provincial Police.
02The City Police will contain police force operating as the city force, such as Karachi Police, Hyderabad Police, Sukkar Police, or Larkana Police etc.
03Each city police dept will have its own Commissioner and will be responsible for maintaining law and order, arresting the law breakers, and handing them over to the prosecutors for bringing them to justice.
04People living in the rural areas, such as towns between two cities, will receive protection from the provincial police, Sindh Police in this example. The existing provincial police will be downsized to contain only the number of officers that are needed to provide security to the rural populations.
Majority of the police force will be consumed in larger cities, such as Karachi, Hyderabad etc.
05The provincial police will also be an independent body with clear mandate to provide security to the citizens. There will be a Commissioner contracted in for this purpose.
06Both, provincial and the City Police will work together, exchange information about criminals, any other matters, but will not be allowed to interfere in each other jurisdictions.
07Once we are satisfied that both sections of the police force are functioning properly, the cities of the province will be required to set up tax base, such property tax, sales tax, etc and legally take over the Police Dept in their own jurisdiction.

So will be true for the Provincial Police.
08Since bulk of the expense of policing the citizens will be shifted to the cities, province will be required to reduce taxes that were being collected for police dept.
09If, for any reason, a city can not impose enough taxes to fund the Dept, the province will be required to provide the funding in terms of Rupees only and shall not interfere in the business of the City Police.
10Once the Director is satisfied that the above conditions have been met, the Director turns the Dept legally to the respective cities and the province.

Each police Dept will now obey its own Commissioner and the laws of the City they operate in.

In all cases, law and the Constitution of Pakistan will now supersede all local and provincial laws.
11The director announces the completion of the project and signs it off. Alhamdulillah.
The Director will be within his rights to intervene if he sees it necessary.

Gazoo uncle, apne canadian police ka touch diya hai is plan mien. Waise apka policing ka koi background hai ya waise hi research ki hai apne??

Sirf aik police officer hi police department ko sahi run ker sakta hai. Corruption ko monitor/control kerne ke aur 101 hal hain.

Mera khyaal hai ke overseas Pakistani Police officers ko secondment per laa ker changes ko implement kiya jaye tou sabse best hoga. Unka experience, knowledge aur training kaafi kaam aye gi. Bohut se mil jayen ge jo apne watan aur IK ke liye ayen ge secondment per.

Doosri baat, municipal police departments honay chahiye har city ke, na ke provincial. Aik provincial force bhi honi chahiye jo ke chotay ilaaqon ke liye apni services provide karey.

Haan, acha uniform aur fit police officer apni presence se hi kaafi compliance gain ker sakta hai magar, un sabko is qaabil hona chahiye ke khud complaint/fir lein aur investigate karein unless ke baray issues hon.

Just observation of Canadian police system and jazba-e-khidmat of my homeland.

Sirf aik police officer hi police department ko sahi run ker sakta hai. Corruption ko monitor/control kerne ke aur 101 hal hain. If we wait for that, it will never be done

Sorry, I didn't go through the entire post of yours initially. Yes, city is municipal :). And secondment is the way to go at first for international police officers of Pakistani origin. As I said and know that they would love to help Pakistan and IK. Plus, you will still find a few honest patriotic high ranking police officers in Pakistan.

Currently the police in modern countries is focused on the community oriented policing and Pakistan needs a great deal of help there and it could be attained by the experience of the seconded officers.

As I said and know that they would love to help Pakistan and IK. Plus, you will still find a few honest patriotic high ranking police officers in Pakistan.

Currently the police in modern countries is focused on the community oriented policing and Pakistan needs a great deal of help there and it could be attained by the experience of the seconded officers.



Few months before elections I wrote to the PTI offering my services for automation of forms from the local FIR to FBR. But wouldnt you know it? They did not even acknowledge it. I know they received it because I emailed to IK, Imran Ismail, and few others. Also, I gave to Mrs Qasuri in an envelope when she visited here for fund raising.

I am sure her hotel room had a very god looking garbage can.

I know they received it because I emailed to IK, Imran Ismail, and few others. Also, I gave to Mrs Qasuri in an envelope when she visited here for fund raising.

I am sure her hotel room had a very god looking garbage can.

Lets not jump to conclusions here. They had a lot on their plate at the time and this was not the first thing on their minds. I am sure they will consider these suggestions pretty soon. Who knows, they might even have better ideas.
