Unless we bring elected Mayors with complete Police powers by locals ones backed by Army, security situation will never get better. Current system suits to few politicians. USA has 19,700 Mayors and more for China. Timings of elections are different at different levels. Few stupid politicians are playing with 180 million people livelihood and security.
