Electoral college belongs to the state -Respective state laws determine hows electoral representative are to be selected or appointed. That's not a federal issue. State laws/actions can be questioned in state supreme court and then in federal supreme court.
His talk about taking oath or one party electoral colleges or the other is out of blue - there is no such thing.
