This is a common frustration that when a white kills people, why is that not an act of terrorism?
Here is the International Relations definition of Terrorism: Terrorism is an act of violence or a projection or a threat of violence with "political" ambitions.
When a white kills people (like Sandy Hook School Shooting in New Jersey or Colorado Theater Attack) , it is NOT politically motivated. So they are not charged under Terrorism Law but rather under Criminal Law. Hence, they are not called as Terrorists , but rather Criminals.
The Gulshan-e-Iqbal Lahore attack was admitted by Taliban (Jamaat-ul-Ahrar) and it was a Politically Motivated attack. Taliban have their own political agendas, so yes , this attack falls under Terrorism. Hope it clears some confusion !
