Diversified services: Online FIR facility launched for overseas Pakistanis

Khyber-Pakhtunkhwa (K-P) police has launched an online FIR service for overseas Pakistanis through its official website.

The website was launched by Inspector General Police (IGP) Ihsan Ghani on June 10 and the online FIR facility has been active since then, a police official said.
After launching the online FIR service, we felt a need to provide the facility to overseas Pakistanis as they also face many problems.
The service will now allow Pakistanis from K-P living abroad to register their complaints online, he added.

If they need a police clearance certificate or file a complaint against land grabbers or any other problem, they can simply lodge an FIR online, the official explained. Once the FIR is registered, the relevant police station will be directed to take action.
The information required to register an FIR online is as follows: Overseas complainants must fill a form providing their name, fathers name, address in K-P, name of the country they currently reside in, name of police station, passport number and national identity card (NIC) number.
Following this, the complaint will be registered automatically. Overseas Pakistanis will also have access to an online complaint facility against police officials.

KP Health Deptt notifies apolitical management councils

PESHAWAR: The Khyber Pakhtunkhwa Health Department on Thursday finally notified the names of members of the Institutional Management Council (IMCs) for the four tertiary care hospitals.

These public hospitals were functioning without IMCs for the past seven months. In some of the hospitals, the concerned administrators were criticised for not following merit, particularly in purchase and recruitment.

Health Minister Shaukat Yousafzai had selected different people as IMC members three months ago and sent the summary to Chief Minister Pervez Khattak. It took several weeks for the chief minister to approve the summary as there were reports that he and the health minister were under pressure from PTI lawmakers who wanted to be appointed members of the management councils.

Senior officials of the Health Department, however, did not agree with this assumption, saying the chief minister signed the summary quickly but red-tape caused the delay. Also, they said the health minister added more names to the list when the summary was almost prepared and delayed the notification.

According to the notification, known pediatrician and MPA Prof Dr Mehr Taj Roghani, former IGFC Major General (retd) Tajul Haq, former Peshawar High Court Chief Justice Mian Mohamamd Ajmal and journalist Iqbal Khattak would be IMC members for the Khyber Teaching Hospital (KTH).

Industrialist Mohsin Aziz, senior journalist Rahimullah Yusufzai, former seretary health Saleem Jhagra, retired chief secretary Rustam Shah Mohmand and Dr Nazimuddin,were nominated as IMC members for the biggest and oldest hospital of the province, Lady Reading Hospital (LRH).

For the Hayatabad Medical Complex (HMC), the health department nominated Prof Dr Rafiullah, Dr Nadeem Alam, Sahibzada Mohammad Khalid, Shahid Hayat, and senior journalist Ismail Khan.

Justice (retd) Sardar Raza Mohammad Khan, Col (retd) Mustafa Jadoon, journalist Rashid Javed and Riaz Bagarmand were nominated as IMC members for Ayub Teaching Hospital (ATH) in Abbottabad.

After granting administrative and financial powers to the public sector autonomous health institutions in 2001 under the Autonomy Act and later through Autonomy Ordinance in 2002, the government established IMCs for transparent procurement of medicines and medical equipment and for ensuring merit-based recruitment and promotions.

The previous governments used to nominate their lawmakers as members of the IMCs. Most IMC members in the past served their personal interest, got jobs for their people and secured free treatment for their family members, relatives and friends in these hospitals.

All non-official members of the previous IMCs were mostly lawmakers of the ANP and PPP and their close family members.

Besides non-official members, the IMC of each hospital comprises several official members including the chief executive, medical superintendent, deputy secretary health, deputy secretary finance and deputy secretary establishment department.

This correspondent made attempts to approach Health Minister Shaukat Yousafzai but he could not be reached. According to health department officials, he had gone to Bangkok along with Dr Shiraz Afridi to attend a seminar.

Pleading anonymity, a senior official of the health department, said Dr Shiraz Afridi, director Accident and Emergency Department (A&ED) LRH, to avoid his hearing at the Peshawar High Court (PHC) regarding his termination order, reportedly arranged the trip for the health minister to Bangkok and went along with him.

Khyber Pakhtunkhwa police establish female-only service desks

SWABI, Pakistan – Women in Khyber Pakhtunkhwa (KP) are benefitting from police counters staffed by women, for women, officials told Central Asia Online.

Fifty-six police stations throughout the province will have the women's desks, KP government spokesman Riaz Ahmad announced July 26. In Peshawar, they have been established at Hayatabad, West Cantonment, Chamkani and C Division police stations.
"The number [of desks] will be increased in the next phase so that women can feel good in front of the female staff at any police station," KP Inspector General of Police Ihsan Ghani said.
Already 116 female police have been deployed to the desks at police stations and major hospitals in Mardan, Swabi, Swat and Abbottabad. Most of those staffing the positions are educated and experienced policewomen who have expressed the desire for more responsibility.
"We have some of the best shooters, excellent investigators and brave commanders," one female police officer told Central Asia Online.
"We have the skills and the training," she said. "We just need an opportunity to prove ourselves."
[h=2]Strong start for new programme[/h] "Women avoid going to police stations due to the local culture," Peshawar-based female teacher Atiqa Siddiq explained. "Even educated women were hesitant to visit the police station even when it was direly needed."
"The female counters will provide them a friendly environment," she added.
The KP police have already noticed a difference.
"Most of the women used to hesitate when going to any police station," Afshan, a female police officer at the rural Kalu Khan Police Station in Swabi District, told Central Asia Online. "Now they know about the female counters … and they are coming to lodge complaints."
Despite the rapid arrival of positive results, much has to be done.
"We are planning to improve the culture at the police station so that male and female complainants have no hesitations to lodging their complaints," Ghani said, noting that he ordered police stations to respect the desks and to make sure they were provided with sufficient supplies.
[h=2]Strong start for new programme[/h] The new counters seem to be working as planned, officials say.
The Swabi District police station has received three complaints by women so far, reports indicate. Lahore Police Station has registered five cases, already charging the accused under the relevant section of law. At the Topi Police Station, women have filed six complaints. And at Kalu Khan Police Station, four cases have been lodged.
The counters are helping those in need, Sub Inspector Amir Hamza, the individual in charge of the complaint cell in Swabi District, told Central Asia Online, recalling a recent success story. "One woman lodged a complaint in the Topi Police Station against her spouse, who had taken away her son," he said. "Police returned the boy to his mother."
In another case – one that Afshan worked on at her Kalu Khan-based desk – she was able to help a woman in her late 20s whose husband had allegedly been beating her.
A woman identified only as Gulnaz, from Dagai village near Swabi District, came and said, "My spouse beats me, harasses me regularly, and levels all kinds of accusations that are never true," Ashfan recounted.
Afshan filed a report, prompting police to go to Gulnaz's village and bring her husband to the police station.
"He apologised and promised in front of the police officers that he would never beat her again," Afshan said.
"I just wanted to live peacefully in my home," Gulnaz told Central Asia Online, in explaining why she felt compelled to go to police. "The response of the police was prompt and fruitful."

Traffic warden system being launched in Abbottabad

ABBOTTABAD, Sept 11: Traffic warden system will soon be introduced in Abbottabad and proper parking lots provided to transporters on public-private partnership in order to overcome traffic problems and facilitate passengers.
Deputy inspector general of police, Hazara Range, Akhtar Hayat Gandapur, said this here on Wednesday while talking to a group of local media persons. He said that they wanted to reduce traffic load on the KKH which was a vital link of Abbottabad district with Gilgit, Azad Kashmir, Kohistan, Mansehra, Battagram and Torghar besides other parts of the country.
He said that one bypass would be built from Havelian to Dhamthore, also connecting Abbottabd-Nathagali road, and another bypass from Havelian to Abbottabad Public School on Mansehra road. After construction of these by-pass roads traffic pressure would be reduced to some extent. The tourists going to Nathiagali would have an easy access to their destinations from Havelian.
Mr Gandapur said that they had launched a crackdown on foreigners staying illegally and about 40 foreigners were detained in Hazara division in last two days.
Answering a question, he said that two new administrative sub-divisions had been created in Abbottabad district with additional posting of a DSP to check the high influx of people shifting from violence-hit areas. He said that the move would be helpful in checking miscreants trying to sneak into Hazara. He also said that a survey had been launched to collect data from private hostels located in the city to keep check on presence of miscreants.

The DIG said that a campaign had been launched against timber mafia and over 100 trucks loaded with illegal timber were seized.

RAID: Assistant commissioner, Abbottabad, Osama Ahmed leading a joint raid by police and revenue officials took possession of 217 kanal government land occupied illegally at Havelian.
The Khyber Pakhtunkhwa Housing Authority had taken possession of the land. He said that the occupants had illegally built 33 sheds on the land and were running business there for the last eight years.

Meanwhile, a month-long cleanliness campaign has been started in Abbottabad district on the directives of the provincial government.

Police directed to register cases on time

PESHAWAR, Sept 11: Police officials were on Wednesday directed to ensure timely registration of first investigation reports into incidents and keep a close liaison with the complainants to provide quick justice to people.
A police spokesman, in a statement here said that every SHO would be duty bound to write case diary and forward the challan within two days from the date on which the case had been sent to him by the investigation branch.
“It will be mandatory upon the sub-divisional investigation officer to verify the cancellation of a case within seven days of the date the investigation officer has written cancellation of case diary,” said the spokesman.
He said that failure of the officials to comply with the orders would result in severe disciplinary action against them.
He said Khyber Pakhtunkhwa police chief Ihsan Ghani had directed the officials to write the contact number of the complainant in the FIR to keep close contact with them.
“In cases of heinous crime SP investigation will take into confidence the complainant through telephone calls after every 15 days till the finalisation of the case,” said the spokesman.
Similarly, he said in cases of normal crime, the job would be performed by the SDPO.
“Investigation officer will ensure that he listens to the parities on the date and time he has called them regarding the case,” he said, adding non-presence of IO at the given date and time would amount to misconduct.
The police official said the process of summons and warrants would be completed well before the date of hearing in court. “Bogus, faulty or delayed process will be liable to strict disciplinary proceedings,” he said.
The official said all the challans received from the prosecution branch for rectification of defects will be submitted back within three days after removing the defects.
“All DPOs, SPs investigation and SDPOs would maintain record of applications and complaints to ensure their timely disposal,” he said.
