Defence Housing Authority (DHA), has pocketed Rs 196 billion in the name of martyrs of the Pakistan Army who died in the various anti-terror operations in the country.
DHA acquired 14, 000 acres of land from the Sindh government for Rs 100,000 per acre to distribute among the heirs of the martyrs but later sold it for Rs 196 billion. The authority also awarded plots from this land to blue eyed people in different trades.
Transparency International (TI) has written a letter to the National Accountability Bureau (NAB) to investigate city plans of DHA as the Sindh Building Control Authority (SBCA) and the Cantonment Board didn’t give approval for the plans. The TI also asked NAB to take action on complaints it has received against DHA as 300 square-foot commercial plots of the authority are illegal.
Transparency International asked NAB to take action after obtaining legal documents from DHA City Clifton Cantonment.
The letter said that according to Karachi Building and Town Planning Regularisation, Sindh Building Control Authority didn’t approve city plans of the society of 11,000 acres, while the DHA master plan was not approved according to laws of Clifton Control Board.
According to the letter, DHA Karachi has been selling plots of the DHA city for the last four years. Some forms were allotted for 99 years by different District Commissioners for cattle farming and chicken farms. It said such changes (extending the lease from 30 to 99 years) are illegal, adding that the chief minister can lease the land for 99 years for industrial purposes.
DHA has also changed status of 225 plots in 2015 which is illegal and against the verdict of the Supreme Court.
Many officers of DHA have purchased 300-square ft plots against Rs 20 million when the authority hadn’t declared them illegal. In the letter, it is stated that the current price of the plots is Rs 200 million each.
