The real test will be how effective this complaint cell really is.

In Punjab, there is an online complaint cell of Chief Minister working for the last 5 years. Action is usually taken on the complaints filed. But this action is taken through the traditional layers of bureaucracy. For example, if you file a complain related to police department, it is forwarded to the RPO of your district whose office contacts you to get the details. But then you have no way of knowing what is being done and what sort of report RPO has sent. So the RPO office may have sent the report that the issue has been resolved and so the complaint cell record shows your complaint as redressed when in reality you may not have got any relief.

So it is important, that the KPK government devises some mechanism through which the complaint cannot be designated as resolved till the complainant confirms this.

One option can be to use the sms verification system that is being employed for revenue department transactions in Punjab. If you buy or sell some land and get it registered through revenue department, you'll get an sms from Shahbaz Sharif (it mentions him by name) which asks you to verify if anybody asked you for any bribes during the transaction. While the corrupts may find ways even around such system, but it is still a useful one and should be emulated in KPK as well.
