NEW DELHI: A scuffle had broken out between troops of Indian Army and Peoples Liberation Army (PLA) when the 276 Chinese personnel entered the Indian side from four different border points inArunachal Pradesh last Thursday, according to an official account of the incident on Wednesday.

The incident occurred at 'Shankar Tikri' on the Line of Actual Control (LAC) of Yangtse area in Arunachal Pradesh with the PLA claiming the area belonged to China .

The area, which is being guarded by the Indian Army, was immediately covered and Army moved in its men to prevent the aggressive PLA troops from crossing the perceived LAC in the region.

An estimated 215 PLA troops reportedly tried to push their way at 'Shakar Tikri' and simultaneously 20 each from 'Thang La' and 'Mera Gap' and another 21 from 'Yanki-I' of Arunachal Pradesh made similar attempts.

During the normal banner drill, the PLA troops striking an aggressive posture tried to attack the Indian Army personnel physically but were overpowered immediately, official sources said today.

The sources said the Army has officially reported that there was only a "mild scuffle" between the Army and PLA at east of 'Shankar Tikri'.

Tensions reportedly eased only after four PLA officers accompanied by an interpreter met Commanding Officer of the Indian Army formation in the area and presented him with two packets of chocolates and one gift packet to the in charge of Yanki-I post.

Yangtse is one of the identified disputed pockets between the two countries and is an Indian territory. PLA carries out unusually big patrols as compared to other areas along the LAC.

The area has been reportedly witnessing transgressions by the Chinese side at regular intervals since 2011.

Jairam Ramesh said spending on basic sanitation should match India's vast defence spending and that the country's best scientific minds should be deployed to make sure every Indian had access to an inside lavatory.

"Nearly 60 per cent of the people in the world who defecate in the open belong to India. Even countries like Bangladesh, Nepal, Pakistan and Afghanistan have better records. We should be ashamed of this."

He was speaking at the launch of a new 'eco-lavatory' designed by India's Defence Research and Development Organisation, which is responsible for developing its new Agni Inter-Continental Ballistic Missiles.

Of all India's states, Sikkim, the tiny former Kingdom in the Himalayas, has provided indoor lavatories for all its people. Kerala, in the south, is close to joining it, but the minister said it was disappointing that so many other states were not even close to meeting the target. Uttar Pradesh, Bihar, Madhya Pradesh and Orissa had particular poor records.

In Orissa, only 280 of 6300 local authorities could claim to have 100 per cent lavatory use, he said.

He was launching the 'Bapu' named in honour of the country's 'father of the nation' Mahatma Gandhi, a 'bio-lavatory' which composts waste. The government is sign an agreement with its defence establishment to spend 50 million to lavatories in 1,000 local authority areas – mostly those without sewage drain systems.

China at it again, intrudes 6 km into Ladakh

In a fresh transgression in Ladakh sector, Chinese People’s Liberation Army troops entered almost 6 kilometre deep inside Indian territory near the scenic Pangong lake area this week leading to a stand-off between security personnel of the two sides, according to security sources.
The incident occurred on March 8 when a platoon of at least 11 PLA men led by a colonel-rank officer crossed over the imaginary Line of Actual Control at ‘Finger VIII’ Sirjap-I area close to the Pangong lake, sources in the security establishment said on Friday.
The Chinese soldiers entered in four vehicles -- two light one medium and one heavy--- from across the Thakung border post of India and reached 5.5 km deep inside Indian territory, the sources said.
The sources said the soldiers were soon “countered and engaged” by a patrol of the Indo-Tibetan Border Police and they were locked in “eye-to-eye ball” confrontation for a few hours after which the situation got defused and the other side retreated.
The army, which maintains that transgressions take place along the LAC due to different perception of the border, was not immediately available for comment.
Sources, however, said that the Chinese platoon was led by a colonel-rank officer and it included two majors.
According to reports, the Chinese side was well equipped while the ITBP men were also carrying weapons and equipment for a long range patrol of the area.
The situation along the banks of the 90 sq km Pangong lake, two-third of which is in China, has always remained volatile with Chinese troops being intercepted by Indian Army patrol several times after the three-week long stand-off in the Depsang plains of Daulat Beg Oldie in May, 2013.
China has also managed to construct a road up to Finger-IV area which also falls under Sirijap area and is five-km deep into the LAC.

Goswami who denies Chinese entered territory in Ladakh, a mountainous area in northern India. "No incursion or encroachment of Indian territory by China has taken place along the India-China border,” Goswami says in statement. Fifteen months ago we reported China's stealth invasion of India's Ladakh region, and now, as PTI reports, Chinese troops are reported to have entered deep into Indian territory in Burtse area in Ladakh where they had pitched their tents last year. Indian troops spotted Chinese personnel 25 to 30 km from the perceived Line of Actual Control (LAC). PLA personnel carried flags reading "this is Chinese territory, go back" in their hands and they refused to move after being confronted by India's quick response team.

Chinese troops are reported to have entered 25 to 30 km deep into Indian territory in Burtse area in Ladakh where they had pitched their tents last year that had led to a tense three-week standoff. Official sources said on Monday a patrol of Indian troops noticed the People's Liberation Army (PLA) personnel on Sunday while moving from their base towards the higher 'New Patrol base' post in Burtse area of North Ladakh in Jammu and Kashmir. The area is at an altitude of 17,000 feet.

The sources said the troops after walking barely 1.5 km from their base spotted the Chinese personnel in Indian territory 25 to 30 km from the perceived Line of Actual Control (LAC).

"There are areas along the border where India and China have differing perception of LAC. Due to both sides undertaking patrolling upto their respective perception of the LAC, transgressions do occur. However, no incursion or encroachment of Indian Territory by China has taken place along the India-China border," the spokesperson said in response to an email query.

He said India regularly takes up any transgression with the Chinese side through established mechanismssuch as flag meetings, border personnel meetings and normal diplomatic channels like Working Mechanism on Consultation and Coordination on India-China Border Affairs. At these meetings, the issues are resolved through the provisions of various agreements between India and China, he added.

This area was in news last year due to 21-day stand off between India and Chinese troops which ended after four flag meetings between the two sides. Chinese PLA had pitched five tents in the area and claimed that it was a part of their territory.
