What points PTI manifesto should have other than development plans?​

Once Imran Khan comes into power he should legislate following:

1. One candidate one constituency
2. Minimum requirement to become MNA or MPA = at least graduation in minimum 2nd division (no third divisioner!
3. Max term for President, Prime Minister and Cheif Minister = 2 (only two terms in life time)
4. Eligibility for a voter = at least Matriculation.
5. Country-wide land reforms (this will break the status-quo)
6.Conflict of interest Law
7. Right to access to Public information by Pakistani citizen
8. Quota should be eliminated in next 5 years, have a consistent educational system everywhere; No quota system anywhere in the country after that - 100% merit
9. Eligibility to be a minister - minimum Masters degree in the filed of ministry
10. Eligibility to become Prime Minister or President - at least Master degree in any field
11. No protocol to politicians , no VIPs, only security, in case needed.
12. one minister can hold one ministry only
13. Independent army (Government can only govern on strategics issue like war, weapon and defense), independent Judiciary, independent Police, independent NAB, FIA, CID, etc. Politicians can not transfer or appoint any bureaucrat. Accountability ease for politicians, generals, journalists, bureaucrats etc
14. Corrupt bureaucrat should go to jail once proved. No more suspensions only. No pension for corrupt bureaucrat..
15. 100% ban on imports of any vehicle except for public essential vehicles (currently not being manufacture in Pakistan - Massive reforms are needed in our automobile sector, our vehicles are sub-standards)
16. Ban on imports all luxury items until current foreign exchange crisis is over after that some relaxation with high taxes may be provided.
17. Compulsory free education up to Matriculation to all Pakistani citizens below 18 years of age.
18. Anybody whose business loan was forgiven due to any reason, must return it whenever he/ she or her/his dependent have assets more than an average citizen of Pakistan. The liability would carried forward to him/her or their dependents.
19. Any construction on Government property, Public Parks, railway property or any amenity plots should be demolished, no matter, what is constructed there.
20. Transfer of Technology (TOT) agreements and completion with at least 20 top manufacturers in the world within 5 years.
21. Child labor policy.
22. Income support program
23. New ministry for cyber security.
24. Micro-financing for farming community (Bangladesh is a good example)
25. Ease in setting up business, everything should be online.
26. Setting up of Efficient Overseas labor export department
27. At least 20 percent Compulsory seats in private education institutes from schools up to universities for poor / underprivileged class ( 100% on merit i.e., eligibility criteria only based on student performance - burden to prove that being poor / underprivileged on student)
