I don't plan to visit Karachi any time soon. But I know for a fact that some of my friends moved their factories out to HUB and some to PQ because there was not enough space in SITE/FB area for expansion. Some other relocated their factories to Punjab for security reasons. But I doubt it would be upto 80%. I can't put a number but last time when I was in Karachi they would be a few factories. About 10-15 at most!

But 80% Karachi's industry owners who have left Pakistan is a news to me. Hence you need to help me identify at least 4-5 names out of the 80% you have mentioned! Since you must know it very well before arriving at your conclusion.

He is just FBR Chairman. He can't make or change the law. It's the job of NA/Senate.

In other words he is telling puppet Khan to act or targets will not be achieved.
