You need a leader who can work and hit the goals running.
Putting Edhi in-charge of NetSol would have been a disaster. And, the nation has experiment this already.

They need to fire half the staff...............cannot be done without privatization ............if they do Govt will suffer politically ......same case with steel mill.........over staffed n project is infeasible

Privatization is not an option. As a developing country, you need a national airline to meet your needs. Yes, once you become fully developed then you can privatize!
I agree that the lower the number of staff the better but size of the staff is not as big an issue as every other an parh jahil anchor makes you to believe. Wages in Pakistan are even less than 1/3rd of what the International airline staff gets. So we can afford to hire 3 times the number of staff they have and still remain competitive!
The bigger issues are with utilization, reliability, and productivity/efficiency/training of staff!

PIA can be No.1 if you have unlimited money like middle eastern airlines, which is impossible. But definitely PIA can be profitable. PIA has to change it's business model. Right now PIA only focus on Pakistani and overseas Pakistani. As you see there are only direct fight from Pakistan to world, PIA doesn't offer stop over or connected flights to foreigners. one factor was Law and order of Pakistan.
Since the Laws an order has improved PIA should start stopover flights, where PIA pick passengers from Europe, middle east offer them 2-3 days stay in Pakistan and take them to East Asia and Central Asia.
