They are with the ISI however Pakistan just cannot hand them over to the UK. The process is more complex than most think.
They are Pakistani nationals, which means that under the law they are not supposed to be handed over to the UK, unless there is some sort of an extradition treaty, which gives them this ability.
MQM's problem is more complex. Its a gang of criminals who went political using the race card. This means that they have millions of ideological followers who have hidden thousands of weapons in their homes. They are those "good people" who work and live all around you. Pakistan cannot afford a separatist movement from these ideological workers. Look what is happening in the Baluchistan.
The only way I see MQM problem being handled properly without creating a militancy movement in Karachi is to find a way to REPLACE the current management. They need to be able to get rid of Altaf.
There is some hope of PTI gaining some ground or at least the local PTI leaders joining up MQM after Altaf is gone to form a local non militant organization.
