Pakistan: Investigation crucial after Karachi political activist tortured and killed in custody --Amnesty International

Pakistani authorities must carry out an independent, thorough and transparent inquiry into the torture and death of political activist Aftab Ahmad while he was in the custody of the Rangers, a paramilitary force under the command of the Pakistan Army, Amnesty International said today.

The call comes after the Director-General of the Rangers, Maj. Gen. Bilal Akber, admitted that Aftab Ahmad was tortured in custody and ordered an internal investigation into the circumstances of his death.“It will not suffice for the Rangers to investigate themselves. A series of contradictory statements by the paramilitary force in the hours since the news of Aftab Ahmad’s death emerged point to attempts to mislead the public and resist accountability,” said Jameen Kaur, Amnesty International’s Deputy Director for South Asia.

“This is not an isolated incident: we have received numerous reports of a broader pattern of arbitrary detentions, other ill- treatment, torture and unlawful killings in Karachi and other parts of Sindh province. The investigation must comply with Pakistan’s international legal obligations and make a break with the prevailing culture of impunity for human rights violations. It must leave no stone unturned, look into issues such as command responsibility, and its conclusions must be made public.”

Amnesty International is also concerned about the arbitrary detention and alleged torture of Kehar Ansari, Vice-Chairman of the Jeay Sindh Qaumi Mahaz political party. Taken by men in plain clothes from Naushahro Feroze, Sindh on 23 April, Ansari was released on the night of 3 May with bruises indicating apparent torture, a day after security forces shot at members of his party during a protest for his release, killing one and injuring seven others.

“Any members of the Rangers or other state security personnel found to be responsible for these violations must be brought to justice as part of a fair trial process without recourse to the death penalty, regardless of their rank or other status,” said Jameen Kaur.

Background

Aftab Ahmad was a longstanding member of the Muttahida Quami Movement (MQM) and an aide to a senior leader of the party. Plain-clothes officials arrested him at his home in Karachi on 1 May 2016 and handed him over to the Rangers, a Pakistani paramilitary force.

On 3 May 2016, the news of his death emerged alongside disturbing photographs apparently showing wounds sustained during torture.

Maj. Gen. Bilal Akber’s admission that Aftab Ahmad was tortured in custody directly contradicts earlier claims made by the Rangers, who claimed that he had died of heart failure.

A final autopsy report is still awaited. A medical board initially said that they could not conduct an autopsy because of the “state” of his corpse. Members of the MQM claim that the Rangers were present during the autopsy, which, if found to be true, would suggest an attempt to interfere with the medical board’s work.

Is it not prejudging and assuming that there will be no justice kniwing so far that General Raheel has done everything based on truth, facts and for Pakiatan, so I will ask all to stop pre judging and the chief a chance, I am sure he will come out as flying colours.

Why amnesty international is so agInst Pakistan, this amnesty has been looking at Kashmiris killings by Indian Army and has said nothing so far, only pat on the back hand of vicious killings by Indian Army. 80,000 have been killed so far and while talking about killings why this Amnesty has not done anything about killings of Palitenians.

So Amnesty, go away and prove to Pakistan about killings going on for 60 years and than come talk.

In June, the state of Tripura withdrew the AFSPA 18 years after it was introduced “in view of the decrease of militancy-related incidents”. In July, a committee appointed to evaluate the status of women recommended the repeal of the AFSPA. In November, the Meghalaya High Court directed the central government to consider enforcing the AFSPA in one region to maintain law and order.
In September, the Indian Army confirmed life sentences for six of its personnel found guilty by a military court of killing three men in Machil, Jammu and Kashmir in an extrajudicial execution in 2010.

As usual, Indisn overs and Indian will talk law being recalled and not being recalled, blah, blah, blah. Stop this non sense and let Kashmiris decide once for all who want to be with Pakistsn or India, and stop boasting about India being the biggest Democracy of the world, if it is than put your money where your mouth is.

You are missing the whole point and confusing it with cursing, all I said that so far ever since General Raheel has. Been at the helm he has brought Pakoatan out. Of big trouble by his honest Abdul hard work, you have any proof than bring it and cursing.
