very low withholding tax of 1.5% on useless newspapers. This should be increased to 15% to discourage unnecessary paper usage. Mostly people use newspaper for keeping partha and pakoray anyway.

Advance withholding tax on services is set at 10% by FBR and in Sindh SRB also charges 13% tax on most services.
