He is SMART business man. Running successful business is NOT easy. He might have used lot of tricks to conduct business and one of the trick is he hire HIGH PROFILE retired people from Army or might be other places which make the things move quickly. Not sure about Bribe as a vehicle..but I know without big bribes no business can run in Pakistan.
