The compulsory education for 5 to 16 years old must be implemented by force. It is enforced in all developed countries. This is the first and basic step in the building of a nation. Educated people come out of "mental slavery" and stand up for their rights. Awareness is the biggest weapon in the world.

Its probably going to cost a lot but the biggest enrollment and education boost will happen if the government provides cash incentive for parents to enroll their children.

I am sure many will still send their children to madarsa or to work instead of school. Its not practical to put all such parents in jail as there are going to be thousands such parents.

or they can atleast try cash incentive in remote areas or areas where enrollment is really low.
