Of course, you are right. What about swat, fata, Waziristan and tribal area? Their duties are to eat, drink, take 15% in the name is defense budget, get paid every month and keep your eyes /mouth shut.

I think it's the govt. who has to make final decision whether to go for a full fledge operation or do the negotiations. and u certainly can't put all the administrative failures in force's count.

I DO not think it Govt. in order to maintain LAW and ORDER Security agencies must take actions. NO negotiations with these kind of morons who hostile CAPITAL city and so called (Red and Blue Area )for 5 hours.
