2. there is reliable evidence to suggest the conviction was politically motivated
3. the person concerned intends to make a significant investment in the UK – for example, buying or heavily investing in a major

Being a wealthy convict, Nawaz use this 3rd exception to buy his way into the UK - and to great degree, 2nd exception as well.

One correction, he has not used any of these as yet. Like it is said, he got visa extension based on Covid-19 pandemic, which thousands others got too.

He may use these options, when his extension period expired. I think he may already be looking for option to apply for asylum based on the second condition.
