In Theory Yes but you know what actually happens, it is exactly other way round, President and PM take dictation from military..
ISI can give evidence or even influence for Speedy Trial but can not serve their own brand of Justice...

nahin janab, yeh bilkil zaroori nahin hai ... magar kisi ki nafrat aur mohabbat mein itni hadeen bhe paar nahin kur leni chahiyen k loog hoshiyar(point # 8 aamir ki thread ka) samjhney lagen .... ;)
