Can you name a single energy project of the federal government which is completed, finished and in operation. Don't say Nandipur because that would make people curse the federal government for rest of the evening. Instead of the above, you could try to understand that energy projects take time to get completed. Yet many of the small projects for the local communities have already been completed and running.

PESHAWAR: Asian Development Bank (ADB) would assist Khyber Pakhtunkhwa government in developing 1,000 mini-micro hydropower stations in backward areas.

This was revealed during 12th Pakhtunkhwa Energy Development Organisation (PEDO) board of directors’ meeting held under the chairmanship of ex-chairman Wapda and PEDO board Chairman Shakeel Durrani.

PEDO CEO Akbar Ayub briefed the board about pace of work in the ongoing hydropower projects in province. The meeting was told that three hydropower projects of 56MW will be completed this year in Khyber Pakhtunkhwa, while work on five other projects of 214MW is in progress.

It was decided in the meeting that Munda Dam and other projects have proposed to induct in upcoming China-Pak Economic Corridor (CPEC) mega project.

Akbar Ayub explained that five under construction projects include Karora, Jabori, Koto, Matiltan and Lawi HPPs, which would produce 214MW. He further said that the present provincial government has started works on 356 mini-micro hydropower stations wherein people are deprived of electricity.

He added that the number of these hydropower stations to be increased to 1000 with the financial support of ADB. In addition to this, six hydropower projects have already been advertised in the press for implementation through private sector.

During the meeting, the board discussed the steps to be taken for the welfare of PEDO’s employees in new setup of the organisation. PEDO’s board member expressed satisfaction over the pace of work on the ongoing projects.

The meeting was also attended by Energy and Power Secretary Naeem Khan, Additional Home Secretary Shahidullah, Additional Secretary Finance, Senator Nauman Wazir, Engr Sardar Tariq, Younas Marwat, Ghulam Sawar Mohmand, Shahid Sattar and PEDO Chief Executive Officer Akbar Ayub Khan.

Energy crisis: Five hydropower projects initiated in K-P

PESHAWAR: At least five 214 megawatt (MW) hydropower projects have been initiated in the province while three 56MW hydropower projects will be completed this year.

This was stated in a handout issued by Pakhtunkhwa Energy Development Organization on Sunday. These decisions were taken during the 12th PEDO meeting held the same day.

“The provincial government is taking effective measures to accelerate the pace of generating electricity to pull the country out of the energy crisis,” stated the document.
During the meeting, participants decided Munda Dam and other projects will be included in the China-Pakistan Economic Corridor.

“The Asian Development Bank (ADB) will assist in developing 1,000 mini-micro hydropower stations in areas where people have been deprived of electricity,” the handout read.

Participants also discussed steps that were being taken for the welfare of PEDO employees. PEDO CEO Akbar Ayub Khan briefed participants about ongoing hydropower projects in the province.

“Three energy projects will be completed this year which would generate 56MW of electricity,” the handout quoted him as saying. “Meanwhile, work on five more hydropower projects had been initiated that would produce 214MW of electricity.”

He added the provincial government initiated work on 356 mini-micro hydel stations and the number of projects will increase to 1,000 with the financial support of the ADB.

Meanwhile, Shakeel Durrani, chairman of the organisation, said PEDO is an autonomous organisation and there was no political pressure on it.

He added all decisions would be taken on merit and in the best interest of the province. Durrani added the provincial government was carrying out efforts to induct the proposed Munda Dam and other projects in CPEC.

MANSEHRA: The residents of remote areas of 12 districts of Khyber-Pakhtunkhwa will receive cheap and uninterrupted electricity through a local generation and distribution system as 356 micro hydropower projects (MHPP) will be completed in 2017.

This was stated by Fazale Rabi, an official of Pakhtunkhwa Energy Development Organization (PEDO), while talking to the media on Sunday. He said two of nine micro hydropower projects have started generating electricity in Battagram district – 175KW project in Rashang village and 75KW in project in Pitaow village. These projects were to be inaugurated by Pakistan Tehreek-e-Insaf chairperson Imran Khan on January 17, however, were delayed as the leader’s trip was cancelled due to inclement weather. They were inaugurated a day later by PEDO CEO Akbar Ayub and have commenced operation.
Acquiring targets
The micro hydropower projects in Rashang and Pitaow villages will provide an uninterrupted supply of electricity to over 500 consumers at Rs3 per unit cost.
With seven other projects near completion in Battagram, the K-P government’s target of supplying uninterrupted and cheap power to the residents of remote areas of the province looks achievable. All nine projects are expected to be completed and begin functioning from 2017.
According to Rabi, all nine projects will contribute about 34,693KW electricity to K-P; this can be increased in the future depending on the requirement of the area.
Responding to a question, Rabi said the electricity generated from these micro hydro projects will not be transmitted to national grid for further distribution. “It will be supplied to the residents of surrounding areas through a local distribution mechanism, guaranteeing faster and more efficient provision,” he added.

Going investor-friendly: K-P introduces new hydro-power policy for 2016

The provincial government has developed a new investor-friendly hydro-power policy for 2016 to broaden the scope and increase investment in the sector. This was stated in a handout issued by the government on Friday. The policy will be discussed and approved in the upcoming session of the provincial cabinet.

The policy offers “exceptional” incentives to investors, which will help boost the economy, the handout stated.
A meeting of the board of directors for Pakhtunkhwa Energy Development Organization (PEDO) was held on Friday to formulate the policy. Former chief secretary and PEDO Chairman Shakeel Durrani chaired the meeting. The meeting was also attended by Secretary for Finance Ali Raza Bhutta, Secretary for Energy and Power Naeem Khan, PEDO Chief Executive Officer Akbar Ayub Khan, Senator Nauman Wazir among other board members.
The CEO briefed the participants about the newly proposed K-P Hydro Power Policy 2016. “Input from experts on various energy sectors and departments had been sought to develop the policy,” the handout quoted him as saying. Meanwhile, the PEDO board has signed off on the proposed K-P Hydro Power Policy 2016 for the final approval of the provincial cabinet.

Sustainable development: K-P govt to fund ESE programme at GIKI

SWABI: The Khyber-Pakhtunkhwa government will provide Rs100 million to launch the Energy System Engineering (ESE) programme in Ghulam Ishaq Khan Institute (GIKI) of Engineering Sciences and Technology.

This was agreed at a meeting held in GIKI on Saturday with the institution’s academia. According to a press release, the provincial government will provide financial assistance for the equipment, construction of a new building, faculty and other requirements and infrastructure in separate phases.
Speaking on the occasion, Isotherm Inc President Dr Zahid Ayub said he will use his contacts in US universities with leading faculty members to prepare a curriculum for ESE students.
The document quoted Ayub as saying, “We have successfully developed links between GIKI and University of Texas, USA and will work to enhance GIKI’s collaboration with leading American universities to utilise resources and produce high calibre engineers in the energy field.”
Ayub also said the focus of the programme will be on renewable energy resources – such as solar and hydro power –to produce cost-effective energy for industrial and household consumers in the country.
The handout cited GIKI Rector Jehangir Bashar as saying, “We should start with the undergraduate programme and launch the master’s and doctorate programmes later.”
He added ESE was the first-ever energy programme in Pakistan focused on fulfilling the energy needs of the country.
According to the press release, Bashar is expected to hold a meeting with Chief Minister Pervez Khattak and K-P Assembly Speaker Asad Qaiser in Peshawar very soon. On Bashar’s request, Qaiser agreed to increase the number of scholarships for students from 20 to 40. At the meeting, he also advised the secretary and additional secretary to draw a joint proposal with the GIKI faculty in order to get a better idea of the responsibilities and tasks assigned to each party.
Professor Dr Javed Chattha, Anti-corruption Parliamentary Secretary Dr Haider Ali, MPA Muhammad Shiraz Khan, Higher Education Provincial Secretary Attaur Rehman and Additional Secretary Khalid Khan were also present at the meeting.
Earlier, Qaiser and Ayub inaugurated the Natural Fluids Refrigeration Center (NFRC) laboratory. Established in Faculty of Mechanical Engineering, the NFRC laboratory establishment was given half a million dollars by Isotherm Inc. The aim of NFRC was to provide refrigeration solutions on a global scale.

CDWP clears Kurram Tangi Dam project

ISLAMABAD: The federal government on Thursday cleared the Kurram Tangi Dam project at a cost of Rs22.7 billion despite concerns over its high cost.
The project was not part of the original agenda of the Central Development Working Party (CDWP) meeting, but was approved nevertheless.
Hydroelectric power: USAID commits $81m for Kurram Tangi Dam
The government of Khyber-Pakhtunkhwa sent the project summary on Wednesday, which was brought before the CDWP without proper technical and financial appraisal.
Minister for Planning, Development and Reform Ahsan Iqbal chaired the CDWP meeting.
The CDWP has recommended the Kurram Tangi dam project to the Executive Committee on National Economic Council (Ecnec) at the cost of Rs22.74 billion with a foreign aid component of Rs4.5 billion, according to a handout issued by the Planning Commission.
There were objections over the high rate of labour claimed by the Frontier Works Organization – the military’s construction arm. Issues between Wapda and FWO also remained unresolved.
CDWP gives nod of approval to pricey projects
Kurram Tangi Dam is located in North Waziristan Agency of Federally Administered Tribal Areas (Fata). Wapda has planned to implement the project in two stages. It will provide water to 16,380 acres of land in addition to producing about 19 megawatts of electricity.
The project will also provide water for domestic use by about 48,500 people. Benefits of stage-I have been estimated at Rs1.5 billion per annum.
The CDWP approved 18 projects at a total cost of Rs23 billion, and referred three projects worth Rs52 billion to Ecnec for final approval.
The CDWP also referred the Mangi Dam Quetta project worth Rs9.9 billion and construction of an additional carriage way of Indus Highway (N-55) Sehwan-Ratodero Section, JICA-funded, worth Rs19.5 billion for Ecnec approval.
It deferred the clearance of Golan Gol Hydropower project due to objections over further increase in its cost. The Ministry of Water and Power has upward revised the project cost to Rs28.2 billion.
The CDWP approved five projects in the education sector. The approved projects are construction of University of Dir, establishment of the Islamia University of Bahawalpur sub-campus at Rahim Yar Khan, post-doctoral fellowship programme, construction of boundary wall of the University of Agriculture Peshawar and establishment of University of Turbat at a cost of Rs2.8 billion.
Neelum Jhelum: CDWP clears power project at cost of Rs410 billion
Another approved project of the education sector was Improving Human Development Indicators in Pakistan with a focus on the millennium development goals. It will cost Rs2.4 billion and an amount of Rs500 million has been allocated in the current year’s development budget.
The Prime Minister’s Youth Skill Development Programme (Phase-III) 2015-17 was approved, and will cost Rs2.6 billion. The CDWP also approved the Centre of Excellence for the China-Pakistan Economic Corridor at a cost of Rs996.6 million.
The CDWP also approved six projects in the transport and communication sector. These include flyovers at the Nag Shah Chowk Multan, construction of a flyover on Shaheen Chowk N-5 Gujrat, Airport Security Force (ASF) accommodation at the New Islamabad Airport, and construction of metalled road in Nankana Sahib.
Two approved projects of the water sector were construction of Zamir Gul Dam district Kohat and agriculture development water management project in Killa Abdullah and Killa Saifullah district.

On the cards: PEDO restructuring approved by CM

PESHAWAR: The provincial government has approved the summary to restructure Pakhtunkhwa Energy Development Organization (PEDO) which aims to transform the entity into a company with subsidiaries.
Insiders at the energy and power department said the summary was sent to the chief minister and returned after getting his stamp of approval. “The finance department has also approved the summary and we will now proceed to implement this,” said a senior official of the department, requesting anonymity.
The official rejected reports of resending the summary to the finance department. “We sent one single summary and that was approved,” said the official.
Under the summary, PEDO is to be transformed into a company called the Khyber-Pakhtunkhwa Power Company Limited (KPPCL) with a chief executive officer and a board of directors. The plan suggests the establishment of special purpose vehicles (SPV) or subsidiaries which will execute and operate the projects in the hydel sector.
Insiders in the department said each SPV would have a separate CEO, staff and BoD. The staff of KPPCL and all the SPVs will be given salaries at market rates and be picked from the market on the basis of competency.
Each power subsidiary’s staff and CEO will find financing for the hydroelectric dams and execute the power projects, while the KPPCL will have equity in all of them. Once the projects are completed, they will become the property of the K-P government.
“The government does not have enough funds for all projects so it is opting to create subsidiary companies to generate funds and then execute the projects,” the official said.
The PEDO employees union has objected to the move as new staff would be offered hefty salaries. “The union should have no issues with the move because they can also apply for jobs in the companies and can get the same salaries,” the official said. He added the government would now issue advertisements to hire people from the market.
PEDO CEO Akbar Ayub Khan confirmed the approval of the summary from the CM House. “I have no information about what is in the summary, but I have been told by the secretary that the summary has been approved.”

PESHAWAR: In another show of institutional reforms, the energy and power department is set to restructure and overhaul the Pakhtunkhwa Energy Development Organization (PEDO).

A summary of the proposed changes in the organisational structure was sent to the chief minister for approval and insiders say it is just a matter of weeks. The move irked employees of PEDO who are unhappy with the proposed structure, calling it “privatisation and a waste of money”.
The powers that be in the department are committed to implement the summary once it gets approval from the chief minister.
Attracting investment
Senior officials believe the department needs competent people from the market to come forth and grab financing for the execution of provincial projects in the hydel sector.
“We need large sums of money to execute our projects and the pace of PEDO has not met our requirements or the energy needs of the country,” said a senior official of the department, requesting anonymity.
The department’s apex committee held a meeting in June 2015 and approved a plan under which Khyber-Pakhtunkhwa Power Company Limited would be formed in place of PEDO alongside special purpose vehicles (SPV)—private companies—to execute and operate hydel power projects.
The new structure
According to a copy of the summary sent to the chief minister, the KPPCL would be incorporated with the Security and Exchange Commission of Pakistan (SECP) under the Companies Ordinance 1984.
The company will have an authorised capital of Rs5 billion and paid up capital of Rs2.5 billion. The fee of the SECP and paid up capital would be provided from the Hydel Development Fund (HDF) after getting approval from the fund’s board.
The department has 12 hydropower projects—Malakand-III, Pehur, Reshun, Shishi, Machai, Ranolia, Daral Khwar, Koto, Jabori, Karora, Lawi and Matiltan.
Under the new set-up, each project will become a separate power company and KPPCL will own equity in each of the SPVs on behalf of the K-P government. The authorised capital for each SPV would be Rs3 billion and paid up capital will be a function of project costs.
According to summary documents, operational projects included Malakand-III, Pehur, Reshun and Shishi which require no further cash injection. Funds for the remaining would be allocated in the Annual Development Programme (ADP) and HDF could be used for the purpose.
Big money for big guns
The KPPCL will have a chief executive officer (CEO) as will each SPV, said an insider at the PEDO union. He and his peers are against the change and the hefty salaries proposed for the CEOs and other staffers of the companies.
“The CEO will get Rs1.4 million every month, while the human resource manager will get Rs0.7 million. Similar salaries have been offered for other staffers,” he said.
“This means the profit which PEDO currently generates for the provincial government will be spent on salaries,” said employee union president Fazli Rahim Khan.
Fazli Rahim said PEDO currently generated Rs3 billion annually for the K-P government through 105 megawatts of power generation. However, the province has a generation capacity of 3,500 megawatts.
“It is a one-time investment and then profit for a lifetime,” said Fazli Rahim. He alleged central leaders of the ruling Pakistan Tehreek-e-Insaf (PTI) were eying jobs for their own people to make some money.
Looking for long-term benefit
However, a senior official at the department rejected the union’s reservations. “This is not privatisation, just restructuring which is needed because we require financing to execute these projects.”
The official added they would pick up competent people from the market at good salaries who would find financing for the projects as HDF can only meet the monetary needs of a single initiative.
“We want to complete projects through non-recourse financing as loans for the projects will be taken by the SPV and it will have no impact on the provincial government if it is fails,” he added. The senior official stressed once completed, the projects would become the property of the K-P government and the revenue generated from each one, for the first five to 10 years, will be used to pay back loans taken for the project.
The official denied allegations PTI central leaders were eying the sector and said at least Rs64 billion were needed for the execution of five projects – Matiltan, Koto, Lawi, Jabori and Karora. These would produce 216 megawatts of electricity collectively.
“We have Rs15 billion in the HDF; we have a Rs49 billion shortfall and we get Rs3 billion in the ADP which means we would need 16 years to complete these projects from the latter funds.”
