I think distributing cash is the easiest way to do corruption . Agar dene bhi hein to tankhwa mein extra pese do . Iss tarah cash sab se bara zaraya hae corruption ka.

I think you don't have banks in former FATA yet! For the same reason, they were not being paid for the past 3-4 months as they were waiting for some banks to come online there! But it was increasing agitation among Khasadars. So KPK gov. cabinet issued an exception to give cash for now to at least kick start things!

our people like photo sessions . how they were getting salary in the past? even if you want to pay ,add to the coming salaries and problem solved. but that way you can do check and balance and less possibility of corruption .
